In fact, regarding the issue of "unreasonable teaching arrangements," government departments are unable to make rigid arrangements. A response from the Shunde District Environmental Transport and Urban Administration Bureau in 2010 was quite representative: a student requested that the bureau use administrative power to change the teaching schedule of a certain driving school, but the bureau stated: "We cannot rigidly stipulate the teaching arrangements of driving schools; specific learning times must be agreed upon between students and the driving schools. However, we have already required driving schools to ensure that students participate in sufficient study hours."

On the other hand, netizens also have misconceptions about driving schools. In January this year, a netizen complained on the Foshan Network Spokesperson platform about a certain driving school in Gaoming "causing severe retakes for profit."
