Our press (reported by Minglai Shi) - The other day, when the Beijing Botanical Garden was clearing stray dogs, they put the captured dogs into fiber bags and sealed the bag mouths and locked them in iron cages. These actions have been questioned by nearby residents and netizens, who believe it is animal abuse. In response, the Beijing Botanical Garden stated yesterday that the method used was because the garden protection team personnel were not professionals, and they were worried about being bitten by the dogs. The 18 stray dogs caught did not get injured or die as a result.
The stray dogs were bagged and then locked in an iron cage. Yesterday, Ms. Wang, who lives near the Beijing Botanical Garden, said that recently, she and her neighbors had seen the staff of the botanical garden cleaning up the stray dogs in the garden many times. "They drove around, and when they saw a dog, they would get out of the car and chase after it, throwing the caught small dogs into a big fiber bag."
Ms. Wang said that after the stray dogs were put into the bag, the staff immediately tied the bag mouth tightly and together with the dog inside the bag, locked them into the iron cage. "Sometimes they were kept like this for one or two days without opening the bag mouth. This is clearly animal abuse."
"Beijing Botanical Garden is an open park surrounded by iron railings. The gaps between the railings cannot prevent stray cats and dogs from entering," she believes that using violent and suspected abusive ways to clean up stray dogs in an open park is not a proper good method.
The garden side claims no casualties among the stray dogs. Yesterday, relevant staff members of the Beijing Botanical Garden said that since the beginning of this year, in order to maintain the order within the garden, the botanical garden began to clean up stray dogs.
"Stray dogs running into the garden have scared tourists and are also safety hazards. The garden management department has received multiple complaints from tourists about stray dogs," she said. According to the regulations of the 'Beijing Park Management Regulations', stray dogs are not allowed to appear in parks.
Regarding the issue of alleged abuse during the cleanup process mentioned by Ms. Wang and other residents, the staff member said that the cleanup of stray dogs was guided by the jurisdiction police station and actually carried out by the botanical garden's protection team personnel, "but they are not professionals in capturing animals, and they are also worried about being bitten by stray dogs."
She said that since the start of the cleanup operation, the Beijing Botanical Garden has cleared a total of 18 stray dogs, all of which have been handed over to professional stray animal reception and management institutions, "in the process of capturing, storing, and handing over, we haven't heard of any stray dogs getting injured or dying."

It's best for professionals to capture
Yesterday, Xiaomei Duan, a member of the Capital Animal Protection Association, believed that during the process of clearing stray dogs, the methods used by the Beijing Botanical Garden such as putting dogs in bags and locking them in iron cages涉嫌 animal abuse. She suggests that professionals, such as specialized personnel from the public security organs, carry out the captures. Professionals have specialized tools and experience, which can both avoid injuries to the capturers and prevent abuse of stray dogs.
