International fugitives "appeared" in a Yantai neighborhood.
At 5:45 PM on February 7th, Yang Mingzhi, captain of the Economic Investigation Brigade of Laishan Branch of Yantai Public Security Bureau, who had already finished work, received a call from Chief Sun Chuanming, informing him that an internationally wanted suspect might be hiding in the jurisdiction, with symptoms of sinusitis.
Through faxes sent by the Ministry of Public Security and the Shandong Provincial Department of Public Security at the Yantai Public Security Bureau, Captain Yang learned that this potentially hidden South Korean suspect was named Choi Chun-plant. From 2005 to 2008, Choi Chun-plant and three other accomplices registered multiple companies in South Korea, luring victims with health product pyramid schemes, defrauding 4 trillion Korean Won, equivalent to about 24 billion RMB, affecting over 40,000 people. Currently, the only clue available is that Choi Chun-plant left an address at a visa agency located in a villa in Laishan District and planned to check out on February 10th. The Ministry of Public Security and the Shandong Provincial Department of Public Security required the Yantai police to immediately verify the clues, and if this international fugitive was hiding in Yantai, they must capture the fugitive and expand the investigation to try to capture the other three international fugitives.

Chief Sun Chuanming arranged for police officers to immediately investigate the clues mentioned in the fax. Around 9 PM, police officers investigating different routes were surprised to find that the address provided by the clue was worthless, as it was randomly filled out by an employee of the company assisting Choi Chun-plant with his visa application. Fortunately, from this employee, they obtained six identification photos of Choi Chun-plant and learned that Choi Chun-plant handed over his passport and photos to this employee in front of Nanshan Century Huating.
The police then immediately arranged personnel at the four entrances of the Nanshan Century Huating residential area for monitoring and strengthened supervision over several buildings where Koreans concentratedly lived. Early on February 8th, the economic investigation team worked with local police stations and the residential area property management to conduct investigations among cleaning staff, nearby shops, and entertainment venues. Close to noon, a male shop owner operating a store specializing in Korean food provided extremely valuable information. This shop owner said he had seen the man in the ID photo and two days ago delivered pre-ordered food to Room 1204, Unit 2, Building 11 where this man lived. According to this shop owner, there were three men living inside, one of whom was definitely Choi Chun-plant.
After obtaining this important clue, after careful planning, Captain Yang disguised himself as a water worker and successfully knocked on the door. At 11:50 AM that day, the three men inside were controlled by the Yantai police.
It is understood that among these three men, Choi Chun-plant and Kang Haolong are exactly the fugitives wanted by the international police organization's "red notice". Currently, the two are being detained by the Yantai Detention Center, and the Yantai police are contacting relevant parties to prepare for the handover.
