It was this very teacher who fled after hitting someone. On January 29th in the afternoon, Nanchenji Town of Huaiyin District held a discussion meeting for the performance-based salary evaluation plan for primary school teachers. There were 51 teacher representatives attending this meeting, including Yang Hua. During the meeting, they issued the town's primary school performance-based salary evaluation method document.
Yang Hua, a teacher from a primary school in Nanchenji Town, Huaiyin District, Huai'an City, drank some white wine with several other teachers under the arrangement of the school after the discussion meeting on the performance-based salary evaluation plan for primary school teachers. On his way home, Yang Hua, without a driver's license, drove an unlicensed motorcycle and hit Zhang Long, who was walking on the road. He did not report the accident but quickly fled the scene. More than ten hours later, Zhang Long was found by a passerby and sent to the hospital, where he died despite medical efforts. A performance-based salary evaluation method document left at the scene forced Yang Hua to admit to the fact that he caused death by fleeing from a traffic accident. Yesterday morning, Huaiyin District Court publicly announced its verdict: the defendant was sentenced to seven years in prison for committing a traffic offense.
On January 29th, it was very cold, and the victim, Zhang Long, lay on the side of the road for a long time. The next morning, someone noticed Zhang Long lying on the ground foaming at the mouth and shaking his hands until around 8:50 AM when a passerby finally called the police. At 10:25 AM, Zhang Long was rushed to the hospital for emergency treatment and passed away at 8:10 PM that day due to ineffective rescue. It was determined that Zhang Long's death was primarily due to brain injuries, and there was a certain causal relationship between Zhang Long's death and Yang Hua's escape.
At around 9:00 AM yesterday, court bailiffs brought Yang Hua to the courtroom. Born in 1964, Yang Hua looked quite old, with a longer beard and hair, showing that he hadn't taken care of himself for a long time.
The traffic police department made a responsibility determination regarding this incident: Yang Hua did not legally possess a motor vehicle driver's license, drove a two-wheeled motorcycle that had not been registered after drinking alcohol, and recklessly drove at night when visibility was poor due to oncoming vehicles, thus bearing full responsibility for the accident.
Zheng Mou heard about Zhang Long's death and handed over the performance-based salary evaluation document he had picked up to the police station. Based on this clue, Yang Hua came into the police's line of sight, and eventually, Yang Hua had to admit to the fact that he caused death by fleeing from a traffic accident.
After the meeting, Yang Hua and other teachers drank about a bowl of white wine at a restaurant. After the dinner ended, he rode his motorcycle home and along the way hit Zhang Long, who was walking on the same side of the road in the same direction. He got off his motorcycle and checked on Zhang Long, finding no obvious external injuries. Due to fear at the time, he didn't report the accident but instead rode away on his motorcycle. However, the performance-based salary evaluation document in his pocket was left at the scene.
It so happened that Zheng Mou, a nearby resident, witnessed Yang Hua's collision process. After Yang Hua fled, Zheng Mou picked up the performance-based salary evaluation document at the scene. Zheng Mou went to Zhang Long, who had been knocked down, and asked about his condition, but Zhang Long kept his eyes closed and did not speak. Zheng Mou stood by for several minutes, seeing Zhang Long sit up, assumed he was fine, and then went home with the performance-based salary evaluation document to sleep.
It is reported that Zhang Long lived alone, with only one married sister, Zhang Ying. According to Zhang Ying, Zhang Long was in good health, never sick, never feverish or with a cold, and had never been hospitalized. After negotiation, Yang Hua compensated Zhang Ying with 60,000 yuan.
