Lin Yi, also known as Lin Jie, was born in 1967 in Fuqing, Fujian. Twenty-three years ago, he absconded with funds, nearly destroying a state-owned cotton mill. With his quick wit, he entered the business world in the 1980s. In March 1988, Lin Yi negotiated a deal with the Pujiang Cotton Mill. Subsequently, along with his fellow townsman Chen Rongjian, they took 590,000 yuan from the cotton mill to order raw cotton from a state-owned factory in Binzhou, Shandong.

This made Lin Yi think that he was safe. In 1989, Chen Rongjian was captured and sentenced to life imprisonment, while Lin Yi disappeared without a trace.

Unknowingly, Chen Rongjian absconded with 490,000 yuan in goods payment. Realizing he had been deceived, Lin Yi looked at the remaining 100,000 yuan and made a life-changing decision - he sent a savings book of 50,000 yuan along with a letter of accusation to the Pujiang Cotton Mill, then fled with the remaining 50,000 yuan in cash.

Since the launch of the "Clear Web Operation" this year, public security authorities have repeatedly urged Lin Yi to surrender through his family and friends, but he showed no response.

Recently, after 23 years of being on the run, Lin Yi was captured by the Pujiang police during the "Clear Web Operation".
