Starting from 10:00 on the 22nd, a sleet-to-snow weather pattern moved across Liaoning from the northwest to the southeast, concluding by 8:00 on the 23rd. According to statistics, from 10:00 on February 22 to 08:00 on February 23, out of 61 national meteorological observation stations in the entire province, 58 stations recorded precipitation, with an average precipitation amount of 4.9 millimeters. The highest precipitation was recorded in Tieling at 11.3 millimeters of total rain and snow, while the deepest snow accumulation was in Changtu at 9.6 centimeters. Shenyang, Anshan, Fushun, Benxi, Jinzhou, Yingkou, Liaoyang, Tieling, and Panjin all saw moderate to heavy snow after sleet, with total rain and snow amounts ranging from 5 to 11.3 millimeters. Northern Dalian, Dandong, Fuxin, Chaoyang, and Huludao saw light to moderate snow after sleet, with total rain and snow amounts ranging from 0.1 to 4.9 millimeters. Southern Dalian did not receive any precipitation.

For the drought-stricken land of Liaoning throughout the entire winter, the first rain and snow weather forecasted three days ahead truly arrived a bit late. At around 12:00 on February 22, this belated rain and snow process gradually made landfall in various parts of Liaoning from north to south. By 16:00 on the 22nd, the rain and snow weather had covered most areas of Liaoning, with local precipitation reaching up to 4 millimeters. The Shenyang Central Meteorological Observatory issued yellow warning signals for road icing and heavy snow at 15:00 and 16:00 respectively on the 22nd, reminding relevant government departments and the public to implement measures against snow disasters and freezing damage, and to pay attention to road conditions and traffic safety. As of the time this reporter went to press, the snowfall in various parts of Liaoning continued.

In the evening of the 22nd, Dandong, Liaoning, experienced a significant snowfall. By the morning of the 23rd, the largest precipitation in Dandong was recorded in Kuandian at 6.6 millimeters, with the greatest snow depth reaching 7 centimeters. Jilin sees the most significant snowfall so far this year
By reporter Dan Chen - On February 22, Jilin Province experienced the most noticeable snowfall of the year, with heavier snowfall in the central and southern regions, averaging 2 to 5 millimeters of snowfall across the province. On February 21, meteorological departments released snow forecasts and related suggestions through radio, television, internet, newspapers and other media. At 4:45 am on February 22, the Jilin Meteorological Station issued yellow and blue warning signals for icy roads and snow, urging relevant departments to take precautions and drivers and pedestrians to be cautious about traffic safety.

Reported by correspondent Jin Tong - Affected by a high-altitude trough and surface inversion trough, Changchun City in Jilin Province experienced a significant snowfall early in the morning of February 22. By 14:00, the snowfall in Changchun reached 6.2 millimeters, Nongan 4.7 millimeters, Dehui 3.3 millimeters, Yushu 0.9 millimeters, Jiutai 4.2 millimeters, and Shuangyang 3.4 millimeters. At 6:00, the Changchun Meteorological Bureau issued a yellow warning signal for icy roads, reminding pedestrians to pay attention to traffic safety.
Since last autumn, Changchun City has shown obvious characteristics of less precipitation and higher temperatures, leading to persistent and spreading drought conditions. This snowfall will help alleviate the drought situation and improve soil moisture levels.
