Relevant departments are formulating a package of continuous support policies for LED display screens, which will be released in the near future. It is reported that relevant departments have already considered LED and other strategic emerging industries as an important force to achieve structural adjustment and transformation development. A series of continuous support policies for LED and other strategic emerging industries will be introduced successively.

It is reported that in order to support and guide the development of LED and other strategic emerging industries, relevant departments are formulating a package of support policies, which are expected to be concentratedly released in the near future. Among them, the research topic "Classification Directory of Strategic Emerging Industries" led by the Ministry of Industry and Information Technology (MIIT) has been completed and is now accelerating the study of statistical monitoring index systems; the "12th Five-Year Development Plan for Strategic Emerging Industries" led by the National Development and Reform Commission (NDRC) will be released in the first half of this year. Moreover, key area plans including information industry, intelligent manufacturing equipment, new materials, etc., have also been completed and are expected to be released soon.

According to reports, all relevant departments pay great attention to strategic emerging industries and have regarded them as breakthroughs to form new growth points and an important force for structural adjustment and transformational development.

Multiple departments jointly support LED and other emerging industries.

Zhang Xiaqiang, Vice Chairman of the NDRC, recently stated that efforts should be expedited to advance the formulation and division of labor implementation work for special plans of LED and other strategic emerging industries, clarifying the priorities of government work. At the beginning of this year, he had expressed that relevant departments would increase fiscal, taxation, and financial support, promote institutional mechanism innovation, set up funds for the development of strategic industries, etc., to support the development of strategic emerging industries.

It is introduced that after soliciting opinions, the "12th Five-Year Development Plan for Strategic Emerging Industries" has become increasingly mature and will soon be officially released.

In addition, another fundamental task promoting the development of LED and other strategic emerging industries, the "Research Topic on Classification Directory of Strategic Emerging Industries," has been completed. The MIIT will next accelerate the research on the statistical monitoring index system.

"The formulation of this directory holds significant importance for developing strategic emerging industries," said Zhou Zixue, Chief Economist of the MIIT. The State Council decided that by 2015, the scale of strategic emerging industries should account for 8% of GDP, and by 2020, it should account for 15%. After the formulation of this directory, it will be possible to evaluate the current development status of strategic emerging industries and define the current stage they are in.

Moreover, "this directory provides specific criteria for distinguishing old and new industries, making it convenient for government support and for use by academic, industrial, and research communities," he added.

It was revealed that 2012 will be the year of comprehensive launch and promotion of policies for developing LED and other strategic emerging industries. Near-term plans will be concentratedly released, and supporting fiscal, taxation, and financial policies will be successively issued. A number of key projects and major initiatives will be implemented successively.

Regarding this, Gu Qiang, Deputy Director of the Planning Department of the MIIT, emphasized that the development of LED and other strategic emerging industries does not mean starting everything from scratch. In fact, China's industrial transformation and upgrading are deeply linked with the cultivation and development of strategic emerging industries.

"The 'Industrial Transformation and Upgrading Plan (2011-2015)' officially released by the State Council recently has already integrated the cultivation and development of strategic emerging industries into the transformation and upgrading of traditional industries," he said.
