At approximately 9:40 PM on October 16, Li Qiming, an intern from a certain unit in Baoding, Hebei Province, drove under the influence of alcohol and ran over two female students, Chen and Zhang, at the living area of the new campus of Hebei University. Chen later died from her injuries. After the incident, Li continued driving until he was stopped by security guards and students. Subsequently, he arrogantly declared, "If you have the guts, go ahead and sue! My father is Li Gang."

It is known that Li Gang is the deputy director in charge of criminal investigation at the North District Public Security Bureau of Baoding City.

In recent days, this malicious event has drawn significant public attention. Currently, Li Qiming has been criminally detained by the police according to the law.

On October 24, the victim's family accepted an exclusive interview with a journalist.

"I still want to argue and bicker with my younger sister"

At noon on October 24, Chen Guangqian, who had just returned from the hospital after visiting his wife, sat on the bed in the reception room, head down, constantly flipping through the diaries, notes, and scattered applications for party membership and speeches for class officer elections left behind by his daughter, Chen Xiaofeng. He leaned close to the writing, as if this way he could feel his daughter's thoughts; then he kept standing up, feeling the backpacks, clothes, and brand-new Oxford English-Chinese dictionaries left by his daughter, muttering to himself, "What a pity, what a pity. These new books haven't even been used yet. Her beautiful life had just begun!"

The flower-like blooming life disappeared in an instant, and tears filled the eyes of this father, but they did not fall in front of us.

This loving father couldn't believe that his daughter was really gone so quickly. He said that on September 2, his daughter was admitted to Hebei University. Every day, she went to the fields with me to harvest corn and told me about the fresh things in the university. He said that his daughter was a very sensible child who would help with household chores and wash clothes for her parents when she came home from school. His daughter was also very independent. She started going to school outside the village in fifth grade and never needed anyone to pick her up or drop her off. The 40-li road from the village to Xinji was always traveled alone, and she only came home once a month, during which time we never visited her.

An uncle who came to handle the aftermath said that Xiaofeng was a lively, flexible, and enthusiastic child, and it was unimaginable that she would lose her life in the living area of the school.

She is currently still being treated in the hospital. Her unstable emotions often cause her to suddenly sit up and cry.

At 9:40 PM on the 23rd, at the new campus of Hebei University, where Chen Xiaofeng fell, her father, brother, uncle, and other relatives quietly came here, drew a circle, placed paper money, and lit it. Because according to traditional customs, the 23rd was the first seventh-day memorial day.

Tears streaming down his face, the brother burned the paper money and said to his deceased sister, "I will find out the truth of the matter, and I will get justice for you."

It was reported that the other day, the Second Detachment of the Traffic Police Brigade of Baoding Municipal Public Security Bureau delivered the "Traffic Accident Determination Book", determining the fault and responsibility of the parties involved in the traffic accident or the unexpected reasons. Li Qiming's actions violated Article 22, Paragraph 2, and Articles 42 and 70, Paragraph 1 of the Road Traffic Safety Law; in terms of responsibility determination, Li Qiming was fully responsible for this accident.

Among them, it was written in the speed appraisal report that "the vehicle FWE420 fled the scene and was not present. There were no obvious brake marks at the accident site, so the speed could not be calculated."

"The campus is neither a highway nor a practice field, and you can hardly imagine how fast the car was going. It hit the child so hard that she lost all consciousness and died directly in a coma. She was shocked several times in the hospital with no effect. They say the speed couldn't be measured, we don't believe it," questioned Uncle of Chen Xiaofeng.

"From the information provided by the witnesses at the scene, the troublemaker was so reckless, it wasn't accidental, it was habitual, improper upbringing. He thought there was nothing his family couldn't smooth over, so what if he hit someone? He just drove away. He didn't care about the life or death of the victims. Drunk driving, fleeing the scene, bad attitude, this is completely different from an ordinary traffic accident. This is endangering public safety," Chen Xiaofeng's uncle was full of anger.

"We want to see the video footage from the time, but the school said we don't have the right. Only the police and the court can view it. Is this right? We are the victims, we also have the right to know!" Xiaofeng's cousin said.

"From the scene, there were no signs of braking, indicating intentionality, which should be classified as endangering public safety, and we hope for a fair judgment," Xiaofeng's brother said.
