Shunde-Qingyuan (Yingde) Special Cooperation Zone Delays Launch; Some Local Enterprises Have Already Expressed Interest in Entering the Park

After over a year of low-profile preparations, the launch date for Guangdong's first locally government-initiated and fully supported special cooperation zone, the Shunde-Qingyuan (Yingde) Special Cooperation Zone, is approaching. Yesterday, it was reported that the originally scheduled December 16thๆŒ‚็‰Œ ceremony and project groundbreaking/signing event for the Guangdong Shunde-Qingyuan (Yingde) Economic Cooperation Zone has been postponed to December 24th.

On the eve of the official launch of the special cooperation zone, our reporter visited Yinghong Town in Yingde City to conduct an on-site investigation of this "flying land" of Shunde. It was learned that local Shunde enterprises, including WanJiaLe and Ronshen Appliances, have already expressed interest in entering the park. Meanwhile, some astute Shunde entrepreneurs have already begun their layouts, developing real estate, hot spring resorts, and other service projects around the "flying land," vying for the "first taste" of business opportunities.

**On-site Bustling Activity, Commerce Begins to Take Shape**

Traveling north along Yinghong Avenue from Yingde City, you can occasionally see only a few cement factories and tea plantations on either side of the road. After passing through the Guanyin Mountain Tunnel, the scenery suddenly opens up, with a large advertisement sign for the "Shunde-Qingyuan (Yingde) Special Cooperation Zone" particularly eye-catching. This special cooperation zone jointly developed by Shunde and Yingde is located to the north of Yingde City, utilizing part of the state-owned land of Yinghong Town and the barren slopes of Hengshitang Town. The planned total area is 36 square kilometers, with the starting area covering 3,200 mu (about 528 acres).

Our reporter noticed that the land in the "flying land" starting area has already been largely leveled, with construction teams coming and going nonstop, making final preparations for the upcoming groundbreaking ceremony. Correspondingly, nearby, one hot spring resort after another and large residential complexes are sprouting up like mushrooms after rain. Along the way from Yinghong Avenue to the Shunde-Qingyuan (Yingde) Special Cooperation Zone, there are at least five new residential projects under construction.

In this wave of investment enthusiasm, of course, Shunde people are not absent. A local Shunde real estate developer has developed a high-end hot spring resort adjacent to the "flying land" in Hengshitang Town, Yingde.

**Investment Attraction:**

**Implementation of "Zero Fee Zone" Policy within the Park**

According to the Shunde-Qingyuan (Yingde) Special Cooperation Zone Management Committee, the starting area covering 3,200 mu will focus on introducing and developing industries such as intelligent home appliances, machinery equipment, electronics information, automobile parts, new materials, and fine chemicals. According to preliminary statistics, by the end of November, the Shunde-Qingyuan (Yingde) Special Cooperation Zone had reserved more than 60 potential projects for entry into the park. Among them, 12 projects, including Demei Biology, WanJiaLe, Ronshen Appliances, and Saintes CNC Equipment, are preparing to enter the starting area, applying for approximately 1,500 mu of land, with a total investment exceeding RMB 2.9 billion.

Relevant responsible persons stated that in terms of preferential policies, enterprises entering the park can enjoy discounts and support policies similar to those of provincial-level industrial transfer parks. For some well-known domestic and international enterprises, national high-tech projects, and strategic emerging industry projects among major investment projects, the park will customize preferential policies according to the principle of "one matter, one discussion, one enterprise, one policy."

At the same time, the special cooperation zone implements a "zero fee zone" policy within the park. Except for taxes and fees uniformly levied by the state, no local administrative charges will be imposed on enterprises entering the park.

**Guarantee Measures:**

**Two New Substations to Be Operational by the End of 2015**

The management committee said that the special cooperation zone currently has one operational 110 kV substation, which can meet the power needs of the starting area. Two additional substations are in the planning and construction stages, expected to be operational by the end of 2015.

Relevant responsible persons also revealed that the Guangle Expressway, scheduled to open in 2012, and the Kunshan Expressway under standardized construction intersect and run through the park, with exits set up. By then, it will take only one and a half hours to travel from Shunde to Yingde.

The Wuhan-Guangzhou High-Speed Railway runs through the park and will have a station in the west of Yingde City. By then, it will take only 25 minutes to reach Guangzhou South Station.

**Special Cooperation Zone**

**Can Exercise Prefecture-Level City Economic Management Authority**

The Shunde-Qingyuan (Yingde) Special Cooperation Zone Management Committee also stated that in the future, the Shunde-Qingyuan (Yingde) Special Cooperation Zone will exercise prefecture-level city economic management authority, possessing relatively independent approval authorities for planning, land, property, construction, environmental protection, and economic affairs. The Yingde municipal government also indicated that it would streamline the "green channel" for park planning and construction according to the requirements of "quick handling of urgent matters and special handling of special matters." Simplifying procedures and shortening processing times, based on the progress of park planning and construction, relevant departments will promptly set up service windows in the park to concentrate on handling related procedures for enterprises on-site, improving efficiency.

**News Background: A New Exploration of Industrial Transfer**

On December 16th last year, Shunde District signed an agreement with Qingyuan and Yingde to jointly build the Guangdong Shunde-Qingyuan (Yingde) Special Cooperation Zone in the southwestern part of the Yinghong Industrial Park in Yingde City. The cooperation period is 25 years. During the cooperation period, the local retained portion of the tax revenue generated by the special cooperation zone, GDP, and industrial output will be split 50:50 between both parties. After the cooperation period ends, the special cooperation zone will be handed over to Yingde City for management, with all taxes, GDP, and industrial output belonging entirely to Qingyuan (Yingde) City. This has been hailed as a brand-new exploration and attempt to promote industrial transfer in Guangdong.
