Erdos releases four supervision measures for LED display screen advertisements [Lianchengfa]

With the rapid increase in the number of LED display advertisements, it has become necessary to regulate the content of these advertisements and their release behavior. Since 2011, the Administration for Industry and Commerce (AIC) of Wushen Banner has fully utilized its functions by implementing four strengthening measures to conduct comprehensive supervision over LED display advertising operations and production units, continuously improving the efficiency of advertising regulation.

Firstly, leadership is strengthened, and the basic situation is clarified. The AIC established a working leading group for the supervision of LED display advertisements, held special meetings, carefully arranged the work of advertising supervision, implemented joint efforts between bureaus and offices, clarified the accurate quantity and release locations of LED display advertisements, categorized and established paper and electronic ledgers, ensuring clear household numbers and transparent conditions.

Secondly, publicity is strengthened, and standardized operations are promoted. Based on the established ledgers, promotional materials were distributed and door-to-door guidance was provided to advertisers or advertising publishers who set up electronic displays, as well as self-setting advertisers, to standardize the content of their released advertisements, prompting them to comply with relevant advertising laws and regulations.

Thirdly, review processes are strengthened, and efficiency is improved. Due to the simple and convenient process of releasing LED display advertisements and the rapid update of advertisement content, the AIC of Wushen Banner adopted a pre-filing method for all advertisements released using electronic displays. During the registration process, one aspect involved strictly reviewing advertisement content, while another aspect actively explored simplifying registration procedures, shortening registration time, and enhancing the efficiency of outdoor advertising registration.

Fourthly, inspections are strengthened, and self-discipline is promoted. Inspection frequency is increased, adopting irregular and staggered-time (non-working hours) inspection methods, making full use of audio and video recording, and conducting random checks on the content of advertisements on computer hosts, effectively curbing the occurrence of illegal acts such as unauthorized publication without filing and擅自changing the approved advertisement content.

As of now, the AIC of Wushen Banner has carried out three concentrated clean-up and rectification activities for LED display advertisements. It has completed the filing and registration of 35 LED display advertisements covering 283 square meters and 22 building advertisements within its jurisdiction, investigating and handling two cases of illegal advertisements.
