On October 6, 2011, the Xiangnan Industry Transfer Demonstration Zone was approved, becoming the fourth national-level industry transfer demonstration zone. This marked the formal entry of the large Xiangnan economic block, whose economic "weight" is second only to the Changsha-Zhuzhou-Xiangtan city cluster, into the national strategy level. This demonstration zone includes three cities: Hengyang, Chenzhou, and Yongzhou.
"The current three major blocks have the characteristics of uneven resource endowment and industrial foundation. They are at different stages of development, and the development tasks for the next stage also have their own emphases," Yi Kejun pointed out. Currently, the Changsha-Zhuzhou-Xiangtan city cluster, as a relatively developed area, is facing structural adjustment, transformation of development methods, and industrial upgrading. Xiangnan, as Hunan's southern gateway, is the vanguard for承接industry transfer and developing an outward-oriented economy, but it must avoid following the development path of coastal developed areas that pollute first and then govern later. The Greater Xiangxi region faces the important task of poverty alleviation, but attention must be paid to protecting its fragile ecological resources.
Yi Kejun compared the industrial structures of Hunan and Chongqing. "In the past, both Hunan and Chongqing were mainly focused on high-energy-consuming heavy chemical industries. However, in recent years, Chongqing has made great efforts in adjusting its structure. The motorcycle industry has gradually withdrawn, the proportion of automobiles has decreased, and steel and non-ferrous metals have become supporting roles. The leading role is now played by the electronics information industry. In Hunan, however, steel and non-ferrous metals are still playing the leading role. Additionally, Chongqing has achieved remarkable results in the research and development of complete machine industries such as mobile phones and notebook computers, having a relatively obvious competitive advantage. Hunan, on the other hand, is still at the stage of producing monitors, screens, and circuit boards." Yi Kejun believed that the heavy industrialization of Hunan's industries has placed enormous pressure on energy conservation and emissions reduction. Currently, Hunan's unit GDP energy consumption is much higher than the national average. Therefore, the overall direction of Hunan's structural adjustment in the future should be towards "lightweighting."
The inclusion of these three areas into the national strategy level marks that all 14 cities and prefectures within Hunan Province have been incorporated into the strategic scope of national regional economic development. Among them, Hengyang City belongs to both the Changsha-Zhuzhou-Xiangtan and Xiangnan sectors.
"These three regional blocks divide the original administrative division development strategy into a central city-driven development strategy. The inclusion of all three regional economic blocks of Hunan into the national strategy level will allow Hunan's economic development to secure greater support from the central and national levels, gaining more rights to pilot initiatives relative to other regions. It can take advantage of national opportunities to seize the high ground," Zhu Xiang indicated.

Following the entry of the Changsha-Zhuzhou-Xiangtan two-type society experimental zone construction into the second phase, the national demonstration zone for Xiangnan to承接industry transfer and the "Wuling Mountain Area Regional Development and Poverty Alleviation Plan" were passed by the State Council. These three economic zones cover all cities and prefectures of Hunan, marking that all cities and prefectures of Hunan have been included in the national strategy level. In yesterday's "Government Work Report," Governor Xu Shousheng proposed that the Changsha-Zhuzhou-Xiangtan, Xiangnan, and Greater Xiangxi three regional economic blocks constitute the three pillars supporting the development of our province.
The Changsha-Zhuzhou-Xiangtan urban agglomeration includes eight cities, Greater Xiangxi includes four cities and prefectures, and Xiangnan includes three cities. Zhu Xiang believed that constructing the three regional economic blocks should seize the current national strategic opportunity period. Based on the resource characteristics and industrial foundations of different regions, each should have its own emphasis, forming a pattern of competitive and cooperative development. "The Changsha-Zhuzhou-Xiangtan urban agglomeration adopts a network-style development strategy, the Greater Xiangxi region adopts a growth pole-style development strategy, and the Greater Xiangnan region adopts a point-axis-style development strategy."
The inclusion of all three Hunan economic blocks into the national strategy level broadens the platform for our province to coordinate regional development. Professor Yi Kejun, director of the Department of Economics at the Hunan Provincial Party School, believed that the construction of the three economic blocks will strongly enhance the internal driving force of block development.

On November 15, the "Wuling Mountain Area Regional Development and Poverty Alleviation Plan" was approved by the State Council. The Wuling Mountain area includes three cities and prefectures: Xiangxi Autonomous Prefecture, Zhangjiajie, Huaihua, and some counties and cities in Shaoyang, Changde, Yiyang, and Loudi.
