According to Police Chief Xue Jun of the Mazha Police Station in Zizhou County on January 7th, Niu, a 52-year-old villager from Xigou Village in꧐Tree Fork Township, Zizhou County, repeatedly caused trouble and assaulted others indiscriminately. No one in the village dared to manage him. On the evening of December 20, 2010, a drunken Niu burst into the village's committee office. At that time, a meeting of the sales committee and the village committee was being held in the conference room. After barging in, Niu began cursing and insulting the attendees. The village secretary, Zhang Jurong, tried to persuade Niu to leave, but unexpectedly Niu attacked Zhang, causing him serious injuries. On the night of the incident, the police of Zizhou County legally detained Niu. On January 7th, the Yulin Labor Re-education Committee approved the decision to sentence Niu to one year of re-education through labor.
