In recent years, our county has been committed to building a new pattern of industrial economy. This pattern is supported by the main industries, backbone enterprises, key projects, technological advancement as energy, and the development of small and medium-sized enterprises. The four traditional industries of textile clothing, metal plate high deep processing, machinery and electromechanical manufacturing, and agricultural and sideline products processing have continued to grow stronger. The tourism service and environmental protection new energy industries have accelerated their growth. So far, there are 228 enterprises above designated size in the whole county, with an annual sales income of more than 40 billion yuan.
This year, our county proposed a strategic concept of creating six hundred-billion-yuan industries: quality steel plates, textile clothing, electromechanical bearings, environmental protection new materials, tourism logistics, ecological agriculture and agricultural and sideline product processing. Around this goal, the county focuses on attracting high-quality investments, strengthening traditional industries, cultivating emerging industries, and accelerating the development of the tertiary industry. While expanding, it improves; while adjusting, it accelerates its speed. A group of hundred-billion-yuan industries has initially taken shape.
In the first three quarters of this year, our county's fixed asset investment above designated size reached 6.4 billion yuan, increasing by 35.6%; cumulative sales revenue of industrial enterprises above designated size was 36.87 billion yuan, increasing by 43.5%.
Traditional Industries: Accelerating in Transformation
Textile clothing, metal plates, machinery and electromechanics, and deep processing of agricultural and sideline products are the four traditional industries in our county. According to the requirement of changing the mode of development, our county has a strategic concept of extending the industrial chain vertically and gathering the industrial cluster horizontally. We adhere to the principle that the industry expands its scope in development and improves the level of the industry in expanding its scope. We continuously promote the leapfrog development of quality steel plates, textile clothing, electromechanical bearings, and agricultural and sideline product processing industries.
The textile clothing industry has preliminarily formed a complete industrial chain integrating textile, dyeing and finishing, and clothing. There are 85 textile enterprises in the whole county, including 20 enterprises above designated size. Currently, the spinning capacity has reached 1 million spindles, producing 140,000 tons of high-quality cotton yarn below 120-counts, 60 million meters of knitted fabric, and 16 million pieces of knitted clothing annually, with an annual sales revenue of 9 billion yuan.
The metal plate exquisite processing industry has 19 enterprises above designated size. The annual processing capacity of cold-rolled plates, galvanized plates, color-coated plates, and other quality steel plates reaches 7 million tons, with an annual sales revenue of 9.5 billion yuan.
The machinery and electromechanical manufacturing industry has 89 enterprises above designated size, with an annual sales revenue exceeding 10 billion yuan.
The agricultural and sideline product deep processing industry currently has 25 enterprises above designated size. The processed products involve grain, fruit, vegetables, wood, feed, oilseed, and other fields, with an annual sales revenue of 4.5 billion yuan.
To create hundred-billion-yuan industries, our county not only works on expanding the total amount but also extends the industrial chain and improves the industrial level while constructing new projects, perfecting the industrial system. We focus on promoting the transformation of the quality steel plate industry from ordinary plates to high-strength deep-drawing automobile plates, home appliance plates, and steel plate products; promoting the textile clothing industry to upgrade to functional fibers and extend to high-end clothing and home textiles; and promoting the electromechanical bearing industry to extend to bearing assemblies and equipment manufacturing.
Around the new investment orientation, our county's four traditional industries started 20 new projects with investments over 50 million yuan this year, with a total investment of 6.23 billion yuan. Among them, the completion of the total annual production of 1.2 million tons of cold-rolled plates project will upgrade the metal plate products to high-strength deep drawing levels, realizing the entry into high-end markets such as automobiles, home appliances, and construction materials. The annual production of 600,000 tons of automobile parts project adopts green casting technology, achieving three improvements in environmental protection, efficiency, and accuracy. From January to September this year, the four traditional industries respectively achieved sales revenues of 7.51 billion yuan, 8.79 billion yuan, 9.87 billion yuan, and 3.56 billion yuan, increasing by 24%, 22.3%, 48%, and 45% respectively.
Emerging Industries: Small Grass Gradually Becomes Big Trees
Recently, the revised emission standards for atmospheric pollution from thermal power plants were issued, where denitrification (nitrogen oxides) management became the focus. While many thermal power plants felt immense pressure about this, Sanli Environmental Protection Co., Ltd. located in Guan County saw the opportunity. The company invested 150 million yuan to build an annual production of 8,000 cubic meters of honeycomb denitrification catalyst project. The issuance of the new standard will leverage a nearly 100-billion-yuan domestic denitrification catalyst market, so they expedited construction and recently put it into operation.
Opportunities always favor those who are prepared. In recent years, our county decisively adjusted the strategic investment direction, accelerating the layout of environmental protection, new energy, new materials, and other strategic emerging industries through foreign investment attraction and policy support. Last year, LK Wind Power's annual production of 300 sets of megawatt-level direct-drive wind power equipment and Li Run New Energy's annual production of 300,000 tons of new fuel were successively built and put into operation. This year, high-clean fuel projects with a total investment of 3.4 billion yuan, renewable energy projects with a total investment of 1.6 billion yuan, and ceramic crucible annual production of 2,000 units projects with a total investment of 1.5 billion yuan have successively started and are being implemented. Shenzhen Shen Shi Optoelectronics, environmental protection equipment design and manufacturing, Datang photovoltaic power generation, Huari Wind Power, China Construction Environmental Protection Building Materials and other projects have successively settled in Guan County, with a total investment of 5 billion yuan. After the Datang photovoltaic project is put into operation, the annual power generation will be approximately 26 million kilowatt-hours, saving 16,200 tons of coal annually, reducing emissions of 260 tons of sulfur dioxide, 33,800 tons of carbon dioxide, and 6,240 tons of ash residue, and achieving an annual sales revenue of 17 million yuan. The environmental protection new energy industry quickly grew into a new pillar industry of the whole county.
Smokeless Industry: Dancing the Industrial Dragon Head
The tertiary industry is called smokeless industry. Our county takes the development of the tertiary industry as a strong fulcrum for transforming the mode and adjusting the structure, accelerating the advancement of tourism projects, and dancing the third industry market with large projects as the dragon head.
Our county has explored, organized, and developed ecological forest resources, wetland hot spring resources, sightseeing agricultural resources, historical and cultural resources, red tourism resources, etc., carefully compiled the "General Plan for the Development of Guan County Tourism", clarified the industrial positioning of plain ecological cultural tourism, and drawn up a long-term development blueprint for the tourism industry. That is, relying on Guan County's profound cultural heritage and rich tourism resources, including unique Ma Jia River primitive ecology, extremely advantageous wetland hot springs, inspiring Wu Xun spirit for hundreds of years, mysterious and profound Liao history culture, thick northwest Shandong folk customs, and China's first pear garden and other advantageous resources, taking ecological agriculture, leisure vacation, historical culture, red tourism as the main products, and other special tourism as auxiliary products, leveraging the excellent location and transportation advantages, actively integrating resources, vigorously carrying out market promotion, striving to build Guan County into a comprehensive tourist destination with distinct characteristics and strong influence in the Ji-Lu-Yu region.
According to the plan, we have focused on developing tourism projects such as Ma Jia River Resort Village, Phase I of Tian Mu Hot Spring Resort Village, and Phase I of Pear Garden Tourist Scenic Area, making the tourism industry initially reveal its youthful charm. Currently, there is one national 4A-level scenic area, one 3A-level scenic area, two 2A-level scenic areas, and 18 tourist designated units, and our county has been rated as one of the first batch of tourism strong counties in Shandong Province.
In recent years, our county's tourism industry has continued to show a leading trend. Among them, the Ma Jia River Ecological Resort Area, with an investment of 4 billion yuan, relies on the ecological resources of Ma Jia River, themed as the world canal window, characterized by canals, wetlands, reservoirs, and hot springs, integrating sightseeing tourism, leisure vacations, health care sports, cultural creativity, life experiences, etc., forming ten canal scenery belts, nine tourist areas, seven tourist towns. Currently, the dry roads, bridges, sports parks are under construction, and the world canal window project and the landscape engineering have also started construction. At the same time, the development of Wu Xun Memorial Place, Hua Yi Animation Culture Joy Garden and other projects are steadily implemented. The tourism industry has formed a momentum of dragons dancing together. Since the beginning of this year, Tian Mu Hot Spring Resort Village and China's First Theater have successfully been selected as one of the 100 places in Shandong that must be visited, with a cumulative reception of 1.78 million tourists and a tourism comprehensive income of 629 million yuan.
