Reporters learned on October 12 that the "Jinan City Land Use Master Plan (2006-2020)" has recently been approved by the State Council. The scope of Jinan's new round of land use master planning includes all the land in the city's administrative jurisdiction. During the planning period, newly added construction occupying farmland will be controlled within 14,225 hectares, and the obligation to supplement farmland through land consolidation, reclamation, and development will be no less than 14,225 hectares. By 2020, the amount of farmland retained in the city will be no less than 365,845 hectares, and the protected area for basic farmland will be no less than 320,018 hectares.
According to the plan, Jinan City will further strengthen overall planning and control over regional land use. In the northern agricultural development zone, strict protection of farmland and strengthening of basic farmland construction are required. Land supply will guide the centralized layout of population and industries, ensuring necessary infrastructure land and building a complete infrastructure network; in the southern ecological protection zone, coordination between land resource utilization and ecological environmental protection is needed, strictly controlling the scale of construction land and effectively protecting the ecological environment; in the central urban construction zone, efforts must be made to save and intensively use land, protect existing farmland, fully utilize the ecological and landscape functions of farmland, promote the consolidation of rural construction land, and integrate and optimize various infrastructure land uses.
