Dali Erhai International Ecology City "draws the sword" to protect Erhai Lake

In the contradiction between development and protection, how does the government make choices? In the face of corporate interests and public interests, how should companies balance them? In order to demonstrate Dali's explorations and efforts in balancing development and protection to all those concerned about Dali's development, in August, relevant departments of the Dali municipal government invited national media and mainstream Yunnan media to visit Dali together to understand the efforts made by the Erhai International Eco-City (Forum News), which serves as a model for the development of the Haidong New Area.

For Ecology, Nearly a Hundred Revisions of Plans

On May 26, 2007, the land where the Erhai International Eco-City project is located was publicly auctioned. Before participating in the land bidding, Dali Erhai Jinsha Tourism Resort Real Estate Co., Ltd. did a great deal of preliminary work, especially during the early planning stage, proceeding cautiously like walking on thin ice. The plan underwent nearly a hundred revisions and multiple expert seminars were held.

On January 30 and March 18, 2008, the project convened planning compilation reporting meetings attended by the most authoritative figures in Dali Prefecture. On April 10, 2008, it organized a high-level building feasibility argumentation meeting. Under the coordination of the Dali Economic Development Zone Management Committee, after multiple rounds of reports and revisions, the detailed construction plan of the Erhai International Eco-City finally passed the approval and on January 21, 2009, it passed the final review of the Dali City Planning Committee: the total planned land area of the entire project is 257,542 square meters, with a building density of 23.4%, a floor area ratio of 1.0, and a green space ratio of 40%.

Environmental Protection is the Lifeline of the Project

As a native Dali resident, Liu Qu, chairman of Dali Erhai Jinsha Tourism Resort Real Estate Co., Ltd., once said: "Erhai is the lifeline of Dali, and ecological environmental protection is the lifeline of the Erhai International Eco-City (Forum News) project." From the beginning of the planning of the Dali Erhai International Eco-City, the company, led by its chairman, established an ecological environmental protection special working group and proposed that all work must reflect one theme - low carbon.

Promoting a low-carbon economy and achieving a win-win green future is the Dali Declaration of China's Green Low-Carbon Economic Development, and also the declaration of the Dali Erhai International Eco-City. The Dali Erhai International Eco-City aims to integrate nature, human habitation, and life into one entity, combining Dali's mountains, waters, culture, history, and many other factors, introducing internationally advanced zero-carbon architectural techniques, and practicing green ecological living through buildings themed around ecology, environmental protection, greenness, and health.

Significant investment has been made in implementing solar centralized heating, air heat pump heating, solar street lights, wind power generation equipment, and building energy-saving equipment. Sufficient intellectual input is dedicated throughout the entire lifecycle of building materials and equipment manufacturing, construction, and building use, making walls more thermally insulated and reducing heat transfer, making glass intelligent with automatic reflection and heat absorption properties to regulate indoor temperature. Advanced technologies are applied to roofs wherever possible.

50 Million Yuan Invested in Creating Environmental Landscape Isolation Belt

On August 18 and August 30, relevant leaders of the Dali municipal government separately visited the 15-meter-wide environmental landscape greening belt and the construction site of the Dali Erhai International Eco-City with more than 20 domestic mainstream media outlets, including the People's Daily, and several mainstream media from Kunming. As a typical buffer zone for protecting wetland ecosystems, this scenic belt not only beautifies the environment and purifies pollution but also provides environmental education and leisure tourism. More importantly, the construction of the Erhai protection demonstration greening belt reflects the determination of the Dali municipal government and related enterprises to protect Erhai, as well as the results of dual protection and dual development.

During the implementation of the Dali Erhai International Eco-City, the protection of Erhai was placed first, adhering to the principle of protecting before developing, carefully planning, and reasonably separating Erhai, wetland lakeshores, boundary markers, buffer zones, and project construction areas. This decision was not only based on the development philosophy of ecology, environmental protection, and human habitation upheld by Dali Erhai Jinsha Tourism Resort Real Estate Co., Ltd., but also a practical expression of local Dali enterprises' love for Dali. Relevant Dali leaders expressed that for such projects, the government will increase support and build them into exemplary projects of Dali.
