In October this year, the Bus Detachment of Xi'an Public Security Bureau received a total of 689 reports of thefts. Based on the current daily passenger capacity of 3 million people in Xi'an's bus system, on average, one person's belongings are stolen among every 130,000 passengers.

At 6:40 am on the 4th, at Xinxin Village on Zhangba North Road in Xi'an, a plain-looking, slightly plump man was standing at the bus stop, vigilantly watching the various people waiting for the bus - he is Li Houping (hereinafter referred to as Old Li), an elite anti-pickpocket officer of the Bus Detachment, who was on duty that day with his disciple Du Dengkuan.
Around 7:00 am, Old Li pointed out two men and said that these two men were habitual thieves who had been dealt with by the police before. At 7:15, one of the men boarded a bus No. 202, and the police followed him onto the bus. After three stops, the thief became alert (realized he was being followed) and quickly left the bus. Old Li said that whenever they pass through the bus stop, they would always spot a few "familiar faces".
At around 9:00 am, at a bus stop on Zhangba North Road, while sitting inside the bus, Old Li noticed a man and a woman standing at the bus stop - they were pickpockets whom they had caught before. Old Li said that these two have been stealing together for many years. Subsequently, Old Li called Du Dengkuan and Zhang Junfeng, who were driving civilian vehicles. They watched as the two pickpockets boarded a bus No. 202, and the civilian vehicle quietly tailed them. At Zhiyaochang Crossroad station, the targets transferred to bus K631, rode for three stops, then transferred to K630. After getting off the bus, they quickly ran across the road and boarded a return trip bus No. 202.
The police analyzed that the targets had already "delivered the goods" (sold or disposed of the stolen items). At Tumen Station, after the male and female targets got off the bus and walked towards a small alley on the north side of the road for about 500 meters, they were seen pulling a black wallet out of their bag, took out 200 yuan, and just as the man was about to throw the wallet away, he was tackled down by Du Dengkuan.
In the office of Team One of the Bus Detachment, a deaf-mute teacher acted as a translator for the male and female deaf-mute pickpockets separately. Both admitted that the man had stolen a young woman's wallet on the bus, which contained 200 yuan.
From the bags of the two individuals, the police found 90 one-yuan coins, four public transportation IC cards, and many large bags. The police explained that the one-yuan coins were prepared by the pickpockets for taking the bus, while the large bags were used as disguises during their thefts.

At 8:30 am yesterday, at the Huamei Crossroad bus stop in Chang'an District, Captain Yang Suiqun and Deputy Captain Xu Wei of Team Five of the Bus Detachment were also on duty at the bus stop. At this time, they noticed three suspicious young men board a medium-sized bus No. 706 from the Tumor Hospital station, so Xu Wei also boarded the bus.
Not long after boarding, the three men surrounded Xu Wei in the middle, one blocking Xu Wei's left side, one standing opposite Xu Wei covering his backpack in front with a large cloth bag, and another man guarding behind Xu Wei.
A few seconds later, Xu Wei felt his backpack becoming much lighter. The man standing in front had already handed the stolen wallet to the man blocking the view behind, just as the latter was moving towards the rear door of the bus when Xu Wei grabbed the man and shouted loudly: "Driver, stop the bus! I'm a police officer, these people are thieves!"
After the bus stopped, the man blocking the view climbed out of the window and fled. Xu Wei then captured the thief and the accomplice. After the bus door opened, Yang Suiqun arrived in a car to provide support. Ms. Shi, the ticket collector, found a brown wallet inside the bus. The passengers on the bus said that this was exactly the wallet thrown on the floor by one of the men after Xu Wei discovered the thief.
Xu Wei's wallet contained more than 3,000 yuan in cash and an ID card. The police also found a mobile phone on the thief.
Upon investigation, suspect Ding Jingang admitted that he had stolen a mobile phone and Xu Wei's wallet containing more than 3,000 yuan. Li Qiang, who was caught at the same time, and "Xiaoyang" (nickname), who escaped, were both helping him receive and transfer the stolen goods.
Ding Jingang and Li Qiang were criminally detained yesterday.

However, from August 10 this year to yesterday, the detachment received a total of 1,598 cases of all types, with a decrease of nearly 102% in the incidence rate compared to the same period last year.
In September this year, the Bus Detachment received a total of 913 theft-related reports, and in October, it received 689 theft-related cases. Director Wang Xien of the Bus Detachment calculated that the current daily passenger capacity of Xi'an's bus system is 3 million people. Calculated based on 30 days per month, in September this year, on average, there was one theft case among every 99,000 passengers. In October this year, the theft rate on Xi'an buses was one in 130,000. Since August 10 this year, the Bus Detachment has captured a total of 167 people of various types of suspected lawbreakers, of which at least 70% had been dealt with by the police before.
The Bus Detachment has a total of 90 anti-pickpocket police officers. Due to limited manpower, while fully focusing on anti-pickpocket efforts, citizens also need to enhance their own awareness of prevention, which is the most effective way to prevent theft cases on buses.
As winter approaches, theft cases on buses gradually increase. Wang Xien reminds all passengers that with thicker clothing in winter, human perception ability weakens. Therefore, do not carry large amounts of cash on your person, keep valuables close to your body, and do not put them in outer coat pockets. Backpack-wearing passengers should place money and valuables within sight at the front of the body. Do not flaunt wealth at the bus stop.
