Escape
The suspect Zhang is 40 years old this year, but he has been on the run for 20 years. On the evening of September 28, 1991, the suspect Zhang abducted a young woman on the road and raped her at his home using violent means. After the case occurred, the victim promptly reported it to the public security authorities, and the Dawn Street Police Station quickly launched an investigation. However, the suspect Zhang was very cunning and disappeared after the incident, making it extremely difficult for the police to capture him.
Despite the police not giving up on capturing Zhang, due to various reasons, he narrowly escaped every time. Over the past 20 years, the leadership of the Tiefeng Public Security Bureau has changed several times, and the personnel at the Dawn Street Police Station have also been updated, but they have never abandoned their pursuit of this case, organizing fugitive apprehension teams multiple times to go to other places to carry out arrest operations.
Captured
After the province-wide fugitive apprehension special operation began, the Dawn Street Police Station reorganized its efforts and listed the fugitive Zhang as the main target. Hard work pays off; the chief of the Dawn Street Police Station, Chu Chun, deputy chief Xu Zhonghe, and officer Guo Qingxiang, while handling a public security case, obtained an important clue. After a great deal of detailed work, they determined that the fugitive Zhang, who had been on the run for 20 years, might be hiding in Tielì City.
After reporting the situation to the leadership of the Tiefeng Public Security Bureau, the Dawn Street Police Station subsequently carried out fugitive apprehension work. On February 15 this year, Chief Chu Chun, Deputy Chief Xu Zhonghe, and Officer Guo Qingxiang drove to Tielì City. After investigation, they found that the fugitive Zhang was now living locally under the false name "Zhang Zhiguo," and subsequently captured him. Upon interrogation, "Zhang Zhiguo" turned out to be the fugitive Zhang that the Dawn Street Police Station of the Tiefeng Public Security Bureau had been pursuing for 20 years. Zhang said to the officers: "I thought that after 20 years, the police wouldn't come to arrest me anymore, but I didn't expect this day to come. I deeply regret it, but there's no medicine for regret in this world..."
Confession
According to the confession of the fugitive Zhang, 20 years ago, after fleeing from the crime scene, he neither dared to take a vehicle nor walk on major roads, only following small paths. He walked all night, and by dawn the next day, he was hiding in a ruined cave in the countryside, not daring to come out. He only came out at night to move around, starting a 20-year-long life on the run. He fled to Yichun, Qing'an, Tielì, and other places, where he endured beatings, insults, picked rotten vegetables, and ate leftover food. Every day, he lived a vagrant life, lowly and secretly. Especially over the past 20 years, the heavy sense of guilt has always lingered in his mind, making him constantly feel impending disaster and live in constant fear.
Even the occasional sound of police sirens on the road made him think it was a police car coming to arrest him. He would immediately flee into a small alley, hide behind a house without daring to breathe, and when he saw someone in a police uniform, his heart would race, and he would turn and run.
In 1993, Zhang fled to Tielì City to work, assuming the alias "Zhang Zhiguo." By chance, he met a local young woman. The two subsequently established a romantic relationship and got married.
