On January 20, Husheng Online reported (by reporter Wang Lisan and intern Peng Xiaozeng) that recently, netizens have posted on various forums such as Huasheng and Tianya, claiming that a certain deputy director of the Zhaoping County Public Security Bureau in Guangxi drove an unlicensed police car and killed an elderly farmer named Huang Jinxi, but the county traffic police determined that the elderly farmer was fully responsible. "Is this a tragedy brewed by officials protecting each other? Can someone be absolved of responsibility after causing a death?" Netizens began to discuss and question.
In the afternoon of January 19, the offender, Deputy Director Huang Chengliang of Zhaoping County in Guangxi, told reporters: "The deceased drove under the influence and collided with my car, which led to this traffic accident."

On September 7, 2010, a screeching brake sound broke the tranquility of the rural road, shattering the happiness and peace of Huang Jinxi's family.
At 4 PM, Huang Jinxi, like usual, was riding his motorcycle home. On the rural road leading to Zhaoping County, he collided with an oncoming police car and died on the way to the local hospital. The offender was Deputy Director Huang Chengliang of the Zhaoping County Public Security Bureau in Hezhou City, Guangxi.
Photos from the accident scene show that the incident occurred at a sharp turning slope, with the police car parked on the left side of the road and the motorcycle lying dozens of meters away on the right side of the road. The police car did not have a license plate hanging, and the left front tire had burst.
After the accident, Huang Jinxi's daughter, Huang Hong, also rushed to the accident scene but did not see the offender. "An eyewitness told me that after the incident, the left front tire of the police car had been replaced," Huang Hong told reporters.
If her father's misfortune caused Huang Hong immense sorrow, then the subsequent ruling by the traffic police made it even harder for her to accept.
According to the ruling document of the traffic police regarding the division of accident responsibilities, Huang Jinxi bore full responsibility in the traffic accident, while Huang Chengliang bore no responsibility at all.
"This is clearly an oppressive verdict, and the judgment does not match the facts," said Huang Hong. After the incident, the police informed her that the offender left the scene after the accident, but according to the ruling document, the offender remained at the scene after the accident. "The offender drove an unlicensed vehicle, but the police did not respond to this."
Huang Hong also stated that nearly five hours after the accident, the traffic police conducted a blood test on the offender to determine if there was drunk driving, "which obviously does not comply with regulations and is undoubtedly related to the offender's identity as the deputy director of the Zhaoping County Public Security Bureau."
On September 9, 2010, Huang Hong submitted a written application, strongly demanding that the local traffic police in Zhaoping recuse themselves from this case. In the afternoon of September 14, 2010, she received a phone call from the traffic police in Hezhou City, informing her that the case would be handled by the traffic police in nearby Zhongshan County, and the division of accident responsibilities would remain unchanged. "But later I found out that the traffic police who conducted the accident investigation at the scene were still from Zhaoping, and it was the Zhaoping traffic police who provided the accident results to the Zhongshan traffic police for handling, and then issued the responsibility determination document."

In the morning of January 19, a reporter from Husheng Online called Deputy Director Huang Chengliang of the Zhaoping County Public Security Bureau in Hezhou City, Guangxi.
Huang Chengliang stated that the family of the deceased has distorted some facts. His police car does have a license plate, with the number Gui G0531, "and the license plate was removed after the traffic police arrived at the scene to avoid suspicion."
"After the accident, I did not leave the scene and attempted to rescue the deceased," said Huang Chengliang. An hour later, the traffic police arrived at the scene, and after consulting with his superior leaders, he left the scene. The deceased was also sent to the hospital for emergency treatment using the police car.
Regarding the fairness of the accident division, Huang Chengliang believed, "It was the deceased Huang Jinxi who drove under the influence first, which led to the collision with my car."

Subsequently, the reporter contacted the Accident Handling Center of the Zhongshan County Traffic Police Brigade in Hezhou City, Guangxi, where the officer in charge of this case, Liang Guowei, appeared impatient with the reporter's visit, saying, "We followed the procedures, and both parties have reconciled." He refused to talk further and hung up the phone hurriedly. Subsequently, the reporter tried calling multiple times, but no one answered.
Lawyer: Jurisdictional police should be recused.
Li Jian, a lawyer from Hunan Wanhe United Law Firm, stated that according to the provisions of the Road Traffic Safety Law, motor vehicles must be registered with the public security traffic management department before they can drive on roads. Newly purchased vehicles that need temporary road use must obtain temporary passage certificates.
Therefore, accidents involving unlicensed vehicles are definitely illegal. Additionally, due to the special identity of the driver, the jurisdictional police should recuse themselves from this case to eliminate reasonable doubts from the public.
