According to the introduction, on the morning of July 4, Zheng Yongqiang, a police officer from the urban district traffic police detachment led Yang Zhenya, an on-duty staff member to execute tasks at the intersection of Zhonghua Road and Peony Road. At 10:39, an unlicensed Hyundai Elantra sedan arrived at the intersection without using the turn signal or driving in the specified lane. On-duty staff member Yang Zhenya signaled it to stop and walked to the front of the car. Unexpectedly, the vehicle suddenly started, heading straight toward him. Not having time to dodge, Yang Zhenya ended up on the hood of the car. The vehicle first slithered madly for about one mile along Zhonghua Road to the east, then returned quickly to the Youth Road entrance and made a sharp right turn. The on-duty personnel were thrown off, resulting in minor injuries. During its escape, the vehicle violated traffic regulations multiple times and forced its way through signals.

Witnesses were all astonished, causing public outrage. There were those who bravely chased after the vehicle. After the incident occurred, relevant departments such as Heze traffic police and Mudan District immediately went to the scene for investigation and interviews. Through the analysis of the vehicle's trajectory using the traffic management system and meticulous investigations, on July 10th, the suspects Zhang Tijun and others were successfully captured.

In recent years, Heze urban area has invested heavily in installing traffic management systems, maintaining orderly traffic conditions. However, high technology cannot prevent problems such as unlicensed vehicles, vehicles without permits, and cloned license plates. Data provided by the public security department verifies this point. From June 10th until now, across the city, there have been 956 cases of unlicensed and unpermitted driving, 213 cases of fake or cloned license plates, 886 cases of deliberately obscured license plates, 916 cases of improperly installed license plates, 586 cases of drunk driving, with 123 people detained.
