In order to ensure safety during the final stages of the project, achieve the annual safety production goals, guarantee the high-standard integrated start-up of Unit #5, and successfully complete the 168-hour trial operation before transferring to production, Anhui Electric Power Construction No.1 Company's Fujian Longyan Project Department, which is responsible for the construction of the Phase II 2x300MW Circulating Fluidized Bed Boiler Units at the Longyan Kongkou Thermal Power Plant - a key energy construction project during Fujian Province’s Eleventh Five-Year Plan period, launched a 50-day autumn safety inspection campaign on September 7.

Anhui Electric Power Construction No.1 Company's Fujian Longyan Project Department placed great emphasis on this autumn safety inspection campaign, issuing a specific notice titled "Notice on Conducting the 2009 Autumn Safety Inspection Campaign." A safety inspection leadership group was established with Project Manager Yang Houquan as the team leader, other members of the management team as deputy leaders, and heads of various departments and specialized engineering sections as group members. In line with the actual situation of the Longyan project being in its final stages and preparing for an integrated start-up, the theme of the autumn safety inspection campaign was set as identifying violations, eliminating hidden dangers, promoting rectifications, and ensuring safety. The company’s safety and civilized construction inspection checklist was used as the basis for inspections. Key areas of focus included checking the implementation of specialized governance activities for identifying violations and eliminating hidden dangers; pre-construction safety environment inspections; group and individual protection measures as well as prevention of the three violations (violations of instructions, operations, and labor discipline); execution of the two-ticket and three-systems policy; warning and isolation measures for key fire prevention areas, turbine oil systems, boiler fuel systems, electrified zones, electrified equipment, hydrogen pipelines, and fire-fighting equipment configurations; construction electricity use, scaffolding erection and dismantling, civilized construction practices, and pre-shift meetings including the three checks and three exchanges. Any identified hazards or issues would be promptly organized for rectification to ensure construction safety.

According to the introduction, this autumn safety inspection campaign would be divided into three phases: publicity and mobilization, self-inspection and rectification, and project department supervision. It would combine professional (departmental) self-inspections, peer reviews, and inspections organized by the project department. To ensure the effectiveness of the activity, the project department required each specialty and department to: (1) arrange self-inspections and rectifications based on their respective construction tasks and characteristics during the final stages of the project, implement safety measures, and assign responsibilities to individuals; (2) strengthen leadership over the autumn safety inspection work, with the head of each specialty (department) personally overseeing the arrangement and rectification work, promptly identifying and resolving existing hazards or problems, and taking positive and effective measures to ensure construction safety; (3) take the autumn safety inspection campaign as an opportunity to further enhance employees' safety awareness, eliminate violations, and remove accident risks. From both management and execution levels, strengthen safety management during the final stages of the project and overcome slackness,麻痹 (numbness), and侥幸 (luck-taking) thoughts; (4) routinely conduct stand-up meetings and safety day activities, carefully identify danger sources (points) in daily construction, adopt active and effective control measures, and consolidate the foundation of safety management; (5) conscientiously carry out self-inspections and rectifications, ensuring that the activity has records, inspections, summaries, and evaluations. Self-inspections and rectifications should be comprehensive and detailed, leaving no blind spots; (6) adhere to the principle of inspecting, rectifying, and improving simultaneously, promptly eliminating accident risks. For issues that cannot be resolved temporarily, a rectification plan should be formulated, along with preventive and emergency measures, to ensure safe and civilized construction; (7) strengthen safety management of subcontracted teams and effectively incorporate them into daily safety management work; (8) carry out a special violation reporting campaign. Personnel who discover major safety hazards or prevent serious violations will be rewarded after verification by the safety management department.

Through the launch of this autumn safety inspection campaign, Anhui Electric Power Construction No.1 Company's Fujian Longyan Project Department aims to seriously identify weak links in safety production work, further consolidate the foundation of safety management, consolidate and develop the good situation of safe and civilized construction, ensure the high-standard integrated start-up of Unit #5, and ensure the successful completion of the 168-hour trial operation.
