Tens of thousands of bus and taxi drivers have signed a "military order" pledge for civilized driving.

Every day, more than 4,200 buses and over 10,000 taxis shuttle through the streets of Zhengzhou. The public transportation drivers number in the tens of thousands.

For these tens of thousands of drivers, this rectification effort is extraordinary, as Zhengzhou's traffic congestion management has begun to take serious action.

The Traffic Police Detachment of Zhengzhou Public Security Bureau has separately signed traffic safety target responsibility agreements with Zhengzhou Public Transport Corporation and Zhengzhou City Taxi Passenger Transport Management Office.

Specifically within the industry, Zhengzhou Public Transport Corporation signed responsibility agreements with each bus branch company, which then signed agreements with each bus fleet. Finally, each bus fleet signed agreements with each bus captain, clearly assigning responsibility to individuals.

According to the target requirements, bus drivers should voluntarily comply with traffic regulations: no speeding, no angry driving, no violation driving, no cutting-in driving, no lane-grabbing driving, proper use of lights, no phone answering while driving, side parking at stops. This aims to further enhance the civil traffic awareness of bus drivers and strive to create a "civilized and excellent bus service."

On the taxi side, the Zhengzhou City Taxi Passenger Transport Management Office signed responsibility agreements with each taxi company, which then signed agreements with each taxi driver.

Bus Interpretation of New Regulations

Measure 1: Dual penalties for bus captains' violations

Starting immediately, the Traffic Police Detachment and the Public Transport Corporation will dispatch dedicated personnel to form joint enforcement teams on the road to correct violations.

For bus violations caught on-site, in addition to corresponding traffic violation penalties, they must also accept internal penalties from the bus industry.

According to the agreement signed between the Traffic Police Detachment and the Public Transport Corporation, the Public Transport Corporation must regularly copy bus traffic violation information (both on-site and non-on-site) from the Traffic Police Detachment. According to internal industry management regulations, a secondary penalty will be imposed, and the results will be promptly fed back. Traffic violations will also directly impact drivers' eligibility for internal honors.

Measure 2: Bus captains violating three times in a month will undergo off-duty training

In the future, the Public Transport Corporation will strengthen training for captains to follow traffic rules. For those who violate the rules three times or more in a month, they will be taken off duty for unified training.

Captains who receive training twice due to violations within half a year will be issued a yellow card warning and receive a professional ethics warning letter. If there are any violations within the year, their labor contracts will be directly terminated.

The Traffic Police Detachment of Zhengzhou and Zhengzhou Public Transport Corporation will establish a liaison meeting system to comprehensively report on bus traffic violations and accidents, and arrange for the next stage of work.

Measure 3: Parking within 30 meters before and after bus stops will result in a 200-yuan fine

In the future, other vehicles entering the bus-only lanes will face severe penalties from the Zhengzhou Traffic Police Detachment.

Police officer Shen Haojie from the Third Detachment of Zhengzhou Traffic Police explained that outside the BRT fast lane, the bus-only lanes are marked with yellow dashed lines. According to regulations, if other vehicles are found intruding, they will be fined 200 yuan.

Additionally, if vehicles park illegally within 30 meters before and after bus stops, affecting bus entry, Police Officer Chen Tao from the Second Detachment of Zhengzhou Traffic Police stated that they will be fined 200 yuan for illegal parking. According to the agreement, it is not ruled out that stricter penalties may be applied.

Taxi Drivers

If taxi drivers violate the rules three times in a month, their service qualifications will be revoked

Besides jointly enforcing laws with the Public Transport Corporation, the Traffic Police Detachment of Zhengzhou will also collaborate with the Taxi Passenger Transport Management Office to intensify inspections on taxis stopping passengers on fast lanes, prohibited parking areas, sudden turns, improper parking, running signals, bypassing signals, honking, altering license plates, and failing to yield at crosswalks.

Upon catching taxis committing these offenses, the taxi drivers will be penalized with a 10-day suspension for training.

Moreover, taxi drivers with three or fewer traffic violations or liability accidents in a month will also undergo a 10-day suspension for training. Drivers with more than three violations in a month will have their service qualification certificates directly revoked.
