Based on the spirit of the notification issued by the Provincial Department of Education, Provincial Finance Department, Provincial Human Resources and Social Security Department, and Provincial Institutional Organization Committee Office titled "Implementation Plan for the Special Post Teacher Program in Rural Compulsory Education Stage Schools in Guizhou Province in 2011" (Document No. Qian Jiao Shi Fa [2011] 126), to carry out the recruitment work for the Special Post Teacher Program in rural compulsory education stage schools in our region in 2011, we have formulated the "Detailed Implementation Rules for the Recruitment of Special Post Teachers in Rural Compulsory Education Stage Schools in Tongren Region in 2011", with the consent of the Regional Finance Bureau, Regional Human Resources and Social Security Bureau, and Regional Institutional Organization Committee Office. This document is now issued to you for your compliance.

The Education Bureaus of each Special Post County should formulate their own recruitment implementation plans based on these rules, establish a working leadership group, and submit it to the regional office for record before May 10th.

Based on the spirit of the notification issued by the Provincial Department of Education, Provincial Finance Department, Provincial Human Resources and Social Security Department, and Provincial Institutional Organization Committee Office titled "Implementation Plan for the Special Post Teacher Program in Rural Compulsory Education Stage Schools in Guizhou Province in 2011", and following the requirements of the "Recruitment Measures for the Special Post Teacher Program in Rural Compulsory Education Stage Schools in Guizhou Province in 2011", to carry out the recruitment work for the Special Post Teacher Program in rural compulsory education stage schools in our region in 2011, the following detailed implementation rules are proposed.

I. Recruitment Objectives and Conditions

(A) National "Special Post Program" Recruitment Objectives and Conditions

1. Primarily graduates with a bachelor's degree from normal colleges and other full-time regular universities, some graduates with an associate degree in normal education majors may be recruited (only eligible for primary school positions and junior high school English, music, sports, art, and information technology subjects).

2. Graduates with a bachelor's degree in normal education majors from full-time regular universities who have obtained the corresponding teaching qualification (i.e., applicants for primary school positions must obtain qualifications for primary school or above; applicants for junior high school positions must obtain qualifications for junior high school or above).

3. Graduates with a bachelor's degree in non-normal education majors from full-time regular universities who have obtained the corresponding teaching qualification and have certain teaching experience (at least half a year of teaching experience in primary or secondary schools).

All applicants must major in the subject they apply for (early childhood education and preschool education majors cannot apply), and must be under 30 years old (born on or after May 1, 1981). Applicants must meet both the teacher qualification requirements and the job position requirements.

4. For the 36 graduates from Guizhou University and Guizhou Normal University who have obtained the exemption from recommendation for the "Master Teacher Program" in 2011, they will be recruited as national "Special Post Program" teachers according to the requirements of the notification issued by the Office of the Provincial Department of Education titled "Notice on Doing Well in the Work of the Master Teacher Training Program for Rural Schools in 2011" (Document No. Qian Jiao Ban Shi [2011] 76).

(B) County "Special Post Program" Recruitment Objectives and Conditions

1. Primarily graduates with a bachelor's degree and normal education majors from normal colleges and other full-time regular universities, some graduates with an associate degree in non-normal education majors who have obtained the corresponding teaching qualification may be recruited, all must be under 30 years old (born on or after May 1, 1981).

2. Graduates with normal education majors from full-time regular medium normal schools who have obtained the corresponding teaching qualification and are under 30 years old (born on or after May 1, 1981) can only apply for primary school positions in their county.

All applicants must major in the subject they apply for.

3. Personnel who have obtained the corresponding teaching qualification (excluding kindergarten teacher qualifications), have a diploma or higher degree from full-time regular medium normal schools, are under 40 years old (born on or after May 1, 1971), and have been substitute teachers in public primary and secondary schools for at least 2 consecutive years (as of May 1, 2011) and are still in teaching positions in their county.

4. Personnel who have obtained the corresponding teaching qualification (excluding kindergarten teacher qualifications), are under 45 years old (born on or after May 1, 1966), and have been substitute teachers in public primary and secondary schools for at least 5 consecutive years (as of May 1, 2011) and are still in teaching positions in their county.

Anyone who meets the conditions for substitute teachers can generally only apply for primary school positions; for a few substitute teachers with an associate degree or higher and currently teaching in junior high schools, they may apply for junior high school positions.

5. Applicants must meet both the teacher qualification requirements and the job position requirements.

The national "Special Post Program" recruits nationwide; the county-level "Special Post Program" recruits candidates from their home county. Applicants can check the detailed implementation rules and relevant recruitment information for the regional and county "Special Post Program" on the "Announcement" column and "Teacher Training" column of the Tongren Regional Education Website. The URL for the Tongren Regional Education Website is: www.trsedu.cn.

In-service teachers (including those hired under the special post program in 2008, 2009, and 2010) cannot apply.

II. Recruitment Quotas

Specific quota allocations are shown in Appendix 1.

III. Recruitment Principles

(A) Teacher recruitment adheres to the principles of "openness, fairness, voluntariness, and meritocracy" and the "three determinations" (determined county, determined school, determined position).

(B) Priority is given to recruiting graduates with a full-time regular university bachelor's degree whose application discipline matches their major and substitute teachers who meet the conditions in their county.

(C) The category of special post teacher (referring to national or county "Special Post Program") that the recruited teacher is assigned to is determined by the Education Bureau of the Special Post County based on the applicant's qualifications and position needs. Within the recruitment range of the national "Special Post Program" indicators, priority is generally given to arranging recruited undergraduates as national "Special Post Program" teachers.

(D) Recruited teachers are arranged in rural primary and secondary schools below the county level (excluding urban areas). National "Special Post Program" recruited teachers are generally arranged in rural junior high schools and central schools below the county level, and in principle, no less than 3 teachers are arranged in one school. "Master Teacher Program" postgraduate students are arranged in rural junior high schools.

IV. Recruitment Procedures

Special post teacher recruitment follows the procedures of publishing recruitment positions, registration, qualification review, examination, selection, signing contracts, and training.

Recruitment is divided into two stages. In the first stage, full-time regular university bachelor's degree graduates who meet the application conditions (application discipline must match their major) and personnel in the county who have obtained the corresponding teaching qualification (kindergarten teacher qualification cannot apply), are under 45 years old, and have been substitute teachers in public primary and secondary schools for more than 5 consecutive years and are still in teaching positions are recruited. In the second stage, other qualified personnel are recruited. After the first stage of recruitment is completed, the second stage recruitment positions are announced, entering the second stage of recruitment.

The recruitment exam consists of written tests and interviews. There is no written test in the first stage of recruitment, only interviews are set; in the second stage of recruitment, both written tests and interviews are set. The written test is uniformly organized by the province. The second stage recruitment written test administration, grading, score statistics, interviews, physical examinations, and hiring work are uniformly organized by the Regional Education Bureau.

Registration is done through online registration followed by on-site verification. Qualified applicants log into the "Special Post Teacher Recruitment Network" (http://tg.ncss.org.cn/) during the registration period, click on Special Post Registration → Register Applicant Information → Choose the designated province to apply for the position, register and declare the position successfully, then download and print the "Special Post Teacher Registration Form." Simultaneously, download and print the "Guizhou Province 2011 Rural Compulsory Education Stage School Teacher Special Post Program Recruitment Registration Form" from the "Guizhou Education Network" and fill it out.

(A) First Stage Recruitment (Recruitment without Written Test)

1. Registration

"Online Registration" Time: May 13-17, 2011.

"On-site Verification" Time: May 16-17, 2011.

Applicants who meet the registration conditions for this stage complete the "online registration" and bring the following original documents and copies (copies retained by the registration point) to the Great Auditorium of Tongren College for on-site verification within the "on-site verification" time frame.

(1) Valid resident identity card (if the county has household registration requirements, household registration proof materials must be provided).

(2) Student ID and employment recommendation form for graduating students; graduation certificate for graduated students.

(3) Teaching qualification certificate for graduated bachelor's degree holders applying for the national "Special Post Program"; proof of teaching experience of half a year or more issued by the county-level or above education administrative department for graduated non-normal education bachelor's degree holders.

(4) Teaching qualification certificate and proof issued by the county-level or above education administrative department that the person has been a substitute teacher in public primary and secondary schools for more than 5 consecutive years and is still in a teaching position, as well as family planning proof.

(5) Fully completed "Guizhou Province 2011 Rural Compulsory Education Stage School Teacher Special Post Program Recruitment Registration Form" and three recent same-base 1-inch unadorned photos.

(6) "Special Post Teacher Registration Form" printed after successful "online registration."

2. Qualification Review

Applicants who pass the qualification review enter the interview process. For those who pass the qualification review, the "Special Post Program" county must establish a personal file for the applicant.

3. Interview and Physical Examination

Interview Time: May 18-20, 2011. Interview Location: As specified on the interview admission ticket. The total score for the interview is 100 points, with 60 points being the passing score. The content and specific methods of the interview, as well as the scoring criteria, are formulated by the regional recruitment leadership team office.

Physical Examination Time: May 23-25, 2011. The regional education bureau determines the physical examination participants at a ratio of 1:1.5 based on the number of hires, dividing by discipline among those who passed the interview scores. Physical Examination Location: Affiliated Hospital of Tongren Vocational College.

4. Selection and Contract Signing

Only those who pass both the interview and physical examination can enter the selection process. The selection principle is based on filling the volunteer forms and ranking the interview scores from high to low. If undergraduate graduates who qualify for the written test exemption are not selected in the county where they applied, the regional education bureau can adjust them to another "Special Post Program" county within the region based on their second choice. Based on the vacancy situation after adjustment in various counties, the provincial coordination can make cross-city adjustments for candidates who qualify for the national "Special Post Program" but were not selected.

Selected individuals (including "Master Teacher Program" postgraduate students) must sign employment contracts with the "Special Post Program" county within the specified time. "Master Teacher Program" postgraduate students must submit all materials required for "on-site verification" when signing the employment contract. Those who do not sign the employment contract are considered to have forfeited their selection eligibility. Graduating students who have not obtained their graduation certificates by the time of enrollment will have their signed employment contracts automatically terminated.

5. Reporting and Publishing the List of Selected and Contract-Signed Individuals for the First Stage Recruitment

① On May 26, publish the school plan for the "Special Post Program" county positions.

② On May 30, conduct on-site contract signing at the Great Auditorium of Tongren College.

③ Complete the first stage summary report and submit the second stage position needs to the Provincial Education Department.

(B) Second Stage Recruitment

1. Registration:

"Online Registration" Time: June 9-13, 2011.

"On-site Verification" Time: June 9-13, 2011.

Applicants who meet the registration conditions for this stage complete the "online registration" and bring the following original documents and copies (copies retained by the registration point) to the Education Bureau of the Special Post County where they are applying for on-site verification within the "on-site verification" time frame.

Documents Required for Registration:

(1) Valid resident identity card (if the county has household registration requirements, household registration proof materials must be provided).

(2) Student ID and employment recommendation form for graduating students; graduation certificate for graduated students.

(3) Teaching qualification certificate for graduated bachelor's degree holders applying for the national "Special Post Program"; proof of teaching experience of half a year or more issued by the county-level or above education administrative department for graduated non-normal education bachelor's degree holders.

(4) Teaching qualification certificate for graduated associate degree holders in non-normal education majors applying for the county "Special Post Program" and full-time regular medium normal school graduated normal education majors, who must provide teaching qualification certificates and graduation certificates.

(5) Teaching qualification certificate and proof issued by the county education bureau that the person has been a substitute teacher in public primary and secondary schools for more than 2 consecutive years and is still in a teaching position, as well as graduation certificates with a diploma or higher degree from full-time regular medium normal school normal education majors.

(6) Fully completed "Guizhou Province 2011 Rural Compulsory Education Stage School Teacher Special Post Program Recruitment Registration Form" and three recent same-base 1-inch unadorned photos.

(7) "Special Post Teacher Registration Form" printed after successful "online registration."

2. Preliminary Qualification Review

After the preliminary qualification review by the Education Bureau of the "Special Post Program" county, the applicant obtains the examination eligibility.

After the "Special Post Program" county conducts the qualification review and signs the opinion, it must establish an application file (which will be included in the "Special Post Program" teacher's personal file upon employment) and report the list of preliminarily qualified personnel (including stamped text and Excel electronic table, see format in Appendix 3) to the regional education bureau. The regional education bureau aggregates and reviews the list of preliminarily qualified personnel and the regional examination arrangements, and sends them via email to the Department of Normal Education of the Provincial Education Department by June 16. Starting June 17, the Provincial Education Department publishes the list of preliminarily qualified personnel on the Special Post Program Teacher Recruitment Network and Guizhou Education Network, and provides the examination arrangements for reference by applicants.

3. Obtain Admission Tickets and Check Examination Arrangements

Starting June 17, preliminarily qualified personnel can query specific examination arrangements on the "Guizhou Education Network" and download and print admission tickets there.

4. Examinations include written tests and interviews. Both the written test and interview scores are calculated on a scale of 100, and the final examination score is calculated as 80% of the written test score and 20% of the interview score, i.e., "Final Examination Score = Written Test Score × 80% + Interview Score × 20%".

(1) Written Test

Test Content: The written test questions do not differentiate between junior high and primary schools, and are categorized into Chinese, mathematics, English, physics, geography, music, art, sports, politics/history, and biology/chemistry. Candidates applying for political science, history, moral education, and mental health disciplines take the politics/history test; candidates applying for biology, chemistry, and science disciplines take the biology/chemistry test; candidates applying for information technology take the mathematics test. Each set of questions totals 100 points, with 70 points allocated to professional knowledge and 30 points to teacher comprehensive quality. Professional knowledge includes basic professional knowledge from high school (normal school) to university, mainly focusing on university-level knowledge. Teacher comprehensive quality includes basic requirements for teacher ethics in primary and secondary schools, basic knowledge of pedagogy and educational psychology at the college level, and domestic current affairs from September 2010 to May 2011.

Test Time: 9:00 AM - 11:30 AM on June 25.
