China Petroleum News (Li Gang) reports that the Natural Gas Production and Sales Plant of Zhongyuan Oilfield is making strengthening safety work foundations a priority for all work in the new year. Through multiple measures and an all-round approach, they are putting great efforts into ensuring safety basics, aiming to create a "safety protection line" that guarantees stable production operations.
The plant rigorously implements the safety production responsibility system. Following the principle of "whoever is in charge, whoever is responsible; managing production must include managing safety," safety and environmental protection indicators are broken down and assigned to each position and individual, forming a "one post, one responsibility" system for safety production. This ensures clear responsibilities, defined tasks, personal accountability, and effective execution. They also refine the responsibility pursuit system. All employees are organized to seriously study and understand the provisions on responsibility pursuit within the internal control manual. For offenses ranging from minor violations of labor discipline to major accidents caused by inadequate safety responsibility fulfillment, they firmly handle them according to the "four no-let-go" principle.
They enhance safety management in direct operation phases. Strictly controlling key operational permits such as on-site construction, joint meetings, hot work, large-scale lifting, and electricity use ensures that “safety supervision is in place, risk assessment is thorough, and preventive measures are implemented.”
Well control management is deepened. Starting from design, and focusing on source control, they strictly enforce a 24-hour well-site supervision system, strengthening the management of long-stopped wells, long-shut-in wells, and producing wells to ensure no accidents occur at the wellhead.
Safety foundation management is strengthened. Inspection and supervision efforts are increased, continuing the "three iron" checks against "three violations" campaign. They persistently check leadership, systems, implementation, hazards, violations, and rectifications, achieving “no leniency in opposing three violations, no blind spots in hazard inspection, no loose ends in rectification, and no formalities in activities.” The intensity of "three non-notifications" inspections—without prior notice, without fixed timing, and without fixed points—and monthly evaluations are heightened to eliminate safety "blind spots" in work, fostering a collective effort in safety management across all employees.
