In order to comprehensively strengthen the firefighting rescue preparations during the Wu Bo Conference, and fully promote the "four capabilities" construction work, at 10:00 am on September 1st, the Development Zone Detachment jointly conducted law enforcement inspections with the Public Security Bureau, Urban Management, Planning, and Industry and Commerce departments. They legally sealed off Beijing Yuanli Entertainment Culture Development Co., Ltd. and Beijing Salon Hotel for illegally building temporary structures, and made every effort to rectify the illegal phenomenon of some units within the jurisdiction privately constructing illegal buildings and temporary structures that block evacuation routes.
Recently, the detachment had organized fire prevention supervisors to conduct staggered inspections of various units within the jurisdiction. During the inspections, it was found that Beijing Salon Hotel had illegally constructed a temporary structure on the outdoor terrace as employee dormitories and guest rooms without any procedural approval. Beijing Yuanli Entertainment Culture Development Co., Ltd. not only illegally constructed on the outdoor terrace but also blocked the evacuation route, stacking gaming machines for business operations. All inspected temporary structures lacked corresponding automatic fire protection facilities. In the event of a fire, it would easily result in mass casualties and extremely serious fire accidents, posing significant fire safety hazards.
In response, the detachment ordered the relevant units to immediately rectify and, based on Article 54 of the "Fire Protection Law of the People's Republic of China," implemented mandatory temporary sealing measures against the illegal constructions of the two units. During the sealing process, the fire prevention supervisors explained to the unit heads the dangers of illegally constructing temporary buildings and blocking fire escape routes, informed them of the legal basis for the temporary seal, and after obtaining the signatures of the unit heads in agreement, the detachment law enforcement officers and public security police affixed the seal bearing the stamp of the "Development Zone Public Security Fire Brigade." They sternly warned the unit that they must immediately rectify the situation. After thoroughly eliminating the fire safety hazards and passing the fire safety inspection by the detachment, confirming that all safety hazards have been completely eliminated, the seal can be lifted. For units and their responsible persons who refuse to rectify or take a perfunctory attitude, the detachment will impose even stricter penalties according to relevant laws and regulations, resolutely rectifying the illegal construction of private structures and violations of fire safety management regulations, ensuring that fire safety hazards in the jurisdiction during the Wu Bo Conference are fundamentally curbed.
The detachment expressed that during the rectification process, related units should promptly communicate with the detachment. The detachment will provide maximum guidance and assistance. Besides addressing the hidden dangers, it is essential to train all employees in fire safety, improve and perfect all fire safety systems, fully implement the fire safety responsibility system, and resolutely prevent the occurrence of fire accidents.
After the sealing, the responsible persons of the two units indicated that there were no disputes regarding the penalty results and would fully cooperate with the work of the fire brigade, strictly abiding by the relevant provisions of the "Fire Protection Law" and immediately rectifying the existing fire safety hazards. Next, the detachment will continue to join forces with relevant functional departments to form joint inspection teams, strictly inspecting the fire safety work of all enterprises and institutions in the district, and making every effort to eliminate all types of fire safety hazards.
