On August 12, when a 44-year-old resident of Wuchang, Mr. Fang, passed by, he was stopped by a point trader, Mr. Ming (42 years old, from Huangpi). After learning that Mr. Fang had a driver's license with remaining points, Mr. Ming proposed to buy 11 points from Mr. Fang at a rate of 30 yuan per point to handle electronic police violation records for other vehicles. The two parties reached an agreement, and Mr. Fang went to the illegal handling window to process the penalty procedures for a small bus with the license plate number E A-L2A** using his own driver's license, deducting 11 points. Subsequently, Mr. Fang received 330 yuan as "remuneration" from the point trader. All of this was secretly documented by the plainclothes police officers from the Hanxing Police Station.
Just as the two were about to finish their transaction after "clearing money and goods," the police officers from the police station stepped forward and caught them in the act. After investigation, both confessed to their actions without reservation.
Yesterday, according to Article 60, Paragraph 2 and Article 11 of the "Public Security Punishment Law," for "forging, concealing, or destroying evidence or providing false testimony, falsely reporting cases, affecting administrative law enforcement agencies' ability to handle cases legally," Mr. Fang and Mr. Ming were each given five days of administrative detention and fined 200 yuan. Not only was Mr. Fang's 330 yuan income from selling points confiscated, but the 11 points he sold will still be deducted by the traffic management department.
