Numerous car owners mistakenly entered the restricted area, and traffic police were busy issuing penalty tickets. Zhang Youqiong took the photos.
On the first day of the penalty phase, the traffic police of the two districts issued more than 500 traffic violation warning notices. Yesterday, nearly 300 law enforcement officers from Chancheng and Nanhai districts were dispatched to inspect and penalize motorcycles that did not have a pass and entered the restricted area or traveled on Zumiao Road and Nanhai Avenue during peak hours. Public transportation was also severely tested, with cross-regional bus lines being overcrowded and public bicycles being rented out.

Buses overcrowded and bicycles rented out
Difficult for buses to close doors
Driver Mr. Xu of Route 128 witnessed the craziness of citizens crowding onto buses during the morning rush hour. He said there were many elderly people doing morning exercises, drinking tea, buying groceries, as well as middle school students starting their first day of school and office workers. At 7:40 AM, he received a text message from the company requiring drivers to do every task to deal with the morning passenger peak. But what made Mr. Xu helpless was: at around 7:30 AM, some office workers couldn't get on the bus at Zhangcha Hospital Station, "I wanted to let more people on, but they were all rushing to work or school. When I arrived at the next station, the doors couldn't even be opened!" According to him, because there were too many passengers waiting at each stop and unable to board, the bus had to stay longer at each stop.
Cross-regional buses were the most crowded
At exactly 8:00 AM yesterday, Bus Route 227 traveling from Weiguo Road to Shatou Passenger Station, which crossed the Chancheng and Guicheng areas, was full of passengers. After stopping at the Weiguo Road Stadium Station, it took nearly two minutes for more than ten passengers to squeeze onto the bus and close the door.
Mr. Yang, who worked on Renmin Road and lived in Dali, could no longer ride his motorcycle into the central urban area starting from yesterday. He left home at 7:30 AM and began waiting for Bus Route 2. He usually left home at 8:00 AM by motorcycle and arrived at the office to punch the clock in a relaxed manner after 20 minutes. Today, he had to leave earlier to take the bus. Unexpectedly, he waited for almost 20 minutes without seeing any bus. During this period, he hoped to take a taxi, but there were no available taxis.
Just when he was losing hope, he finally caught Bus Route 2. Half an hour later, he encountered a traffic jam while entering Chancheng. He hoped to get off the bus along the way and find a public bicycle station to ride a public bicycle, but he found that bicycles at two consecutive stations had been rented out. Finally, he rushed into the office just in time to punch the clock at the last minute of 8:30 AM. "It used to take me 20 minutes to go to work, but the first time I took the bus, it took me an hour! What am I going to do for work in the future!"
Motorcycle taxis take the opportunity to raise prices
Meanwhile, at the public bicycle station near the Weiguo Road Stadium, all bicycles were rented out by 8:00 AM. Citizens reported that there were no bicycles left at the public bicycle stations near the City Traditional Chinese Medicine Hospital on Fenjiang Road.
Around 6:00 PM yesterday, the congestion during the riding peak reappeared. During the evening rush hour, at stations such as Pulan Road Tongji Bridge and Dongjian Century Plaza, the situation of not being able to board the bus continued, among which Bus Route 106 at Tongji Bridge Station could not depart due to five or six passengers not being able to board.

The largest-scale special recruitment fair for taxi drivers will be held on August 8th
Additionally, it is learned that since newly added taxis will mainly be contract-based, without high "vehicle share money," the threshold for job seekers has greatly decreased, and they have promised to prioritize hiring local unemployed individuals affected by the motorcycle restrictions.
■Police Enforcement
More than 500 Violation Warning Notices Issued in Chancheng and Guicheng
Over 300 Illegal Vehicles Seized in Chancheng
"Today in the morning, I clearly felt that there were fewer motorcycles driving on Zumiao Road." Said Traffic Police Officer Lu Quanguang, who has long been on duty on Zumiao Road.
Deputy Brigade Leader Liao Jianqing of the First Detachment of the Chancheng District Traffic Police pointed out that after the ban on motorcycles on Zumiao Road, the flow of motorcycles increased on surrounding roads this morning, but it did not affect traffic. The police revealed that they would closely monitor changes in motorcycle traffic in the afternoon to adjust police force deployment and signal timing accordingly.
After statistics, from 7:00 AM to 7:00 PM on September 1st, the Chancheng traffic police department handled over 550 traffic violations, seized more than 300 various illegal vehicles, and issued over 350 "Traffic Violation Warning Notices."
Humanized Law Enforcement by Nanhai Traffic Police
At 7:25 AM yesterday, over 70 officers and traffic assistants from the Nanhai Traffic Police Brigade set up eight checkpoints on Nanhai Avenue. Starting at 7:30 AM, they intercepted motorcycles violating the prohibition order and driving into Nanhai Avenue during peak hours. The final statistical data showed that on the first day of the motorcycle restriction penalties, the Nanhai traffic police issued a total of 152 written warning penalties to drivers of violative motorcycles.
The Nanhai Traffic Police Brigade adopted humanized law enforcement measures, handling motorcycles entering Nanhai Avenue differently. At 7:30 AM, postal deliveryman Mr. Liang drove a motorcycle with an installed "Chancheng-Guicheng New Pass" sign loaded with newspapers into Nanhai Avenue and was intercepted by traffic police at the Xingye New Village checkpoint. "I installed the pass sign in early August and thought I could drive on the road," Mr. Liang said. The officer educated Mr. Liang, informed him of the prohibited times during peak hours on Nanhai Avenue, and issued him a traffic violation warning notice.
Currently only warnings, next step will be penalties
Relevant officials from the Chancheng police stated that motorcycles entering the restricted area without installing the passage sign, as well as those driving on Zumiao Road during peak hours, will be fined 200 yuan and have 3 points deducted. The official appealed to citizens who meet the conditions for installing the passage sign to apply as soon as possible. Currently, the 20 motorcycle passage sign installation points in Chancheng District are still operational.
Regarding when penalties will be imposed on vehicles entering the "restricted area" during peak hours, the traffic police said that currently, education and warnings are the main focus, and penalties will follow next.
It was disclosed that currently, the traffic police enforce the motorcycle restrictions in different scenarios: motorcycles entering the restricted area from outside the restricted area are subject to fines and point deductions; motorcycles within the restricted area, including those without the passage sign, if violating the prohibition or entering prohibited sections during peak hours, will receive written warnings.

After checking his documents, the on-duty traffic police explained in detail the prohibited sections and times on Zumiao Road during peak hours and distributed promotional flyers about the motorcycle-free zones before giving him a written warning.
●Scene Two

Only allowed to push bikes across the road
"I know that I can't drive on Zumiao Road during peak hours, but I didn't expect that crossing through the side road wouldn't be allowed either," said Mr. Chen, who lives opposite the Qionghua Theater. His house is west of Zumiao Road and south of Renmin Road. Around 7:30 AM yesterday, he drove his motorcycle along the sidewalk to cross the street to the theater entrance, intending to drive towards Renmin Road. However, the traffic police on duty at the intersection stopped him.
"My house is right across the street, and I intended to cross over to Renmin Road," Mr. Chen explained to the police. "According to regulations, you are allowed to cross Zumiao Road via Renmin Road, Jianxin Road, and Chengmentou Road, but only on the main road, which is considered borrowing the road. Even though it's less than 50 meters from the main road to the theater entrance, it's not allowed," said the on-duty traffic police. The traffic police suggested that in situations like Mr. Chen's, he could push his bike across Zumiao Road to Renmin Road and then drive. Eventually, the on-duty traffic police gave him travel guidance and issued a warning notice.
●Scene Three
Location: Near Xingye New Village, Nanhai
Fined and vehicle impounded for driving a moped
Next, a woman riding a female-style motorcycle caught the attention of the traffic police. Upon checking the owner's information, the police discovered that she lived in Guiyang Times Mansion, which falls under the newly added motorcycle-restricted area, "and hasn't had time to process the permit yet." According to the schedule for installing the 'Chancheng-Guiyang-Xin' emblem in the newly added motorcycle-restricted area, residents of Times Mansion should have processed the installation collectively on September 3rd and 4th. Based on the actual situation, the traffic police urged the owner to promptly process the passage emblem and then released her. The traffic police particularly reminded motorcycle owners that even with the Chancheng-Guiyang-Xin pass, they cannot enter Nanhai Avenue during peak hours. A car owner working at a credit union said, "Then I won't be able to take Nanhai Avenue to work in the future."
