Thirdly, continue to strengthen publicity and inspection of 12 farmers' markets and 26 bus terminals throughout the district. Based on the standard attainment activities carried out in 09, upgrade to the creation of excellent units activities, shifting from standard attainment management to refined management, ensuring the normal excellence of the internal and external environment of farmers' markets in Jing'an District, and establishing several high-quality markets and bus terminals with clean internal and external environments, proper management measures, and leadership attention.
Fourthly, carry out the selection of advanced door responsibility units activities. According to the monthly door responsibility inspection results of streets and districts, grant the title of "excellent unit of door front environment" to door responsibility units that have reached the standard for three consecutive months, and paste a unified color mark. At the same time, adhere to the weekly large cleaning system on major sections such as Nanjing Road, Huashan Road, Wanhangdu Road, and Jing'an Temple, and gradually extend to eligible sections.
Fifthly, continue to implement the municipal government's document spirit of "gradually reducing the number of sidewalk kiosks and returning the road to the people". On the basis of dismantling 158 road-occupying kiosks in recent years, further sort out and rectify, strictly prevent the appearance of new road-occupying kiosks; strengthen the management and rectification of violations such as cross-door operation, stacking outside the kiosk, and unclean appearance of operating kiosks like Oriental Newsstands. Continue to uphold the established daily management linkage mechanism with the Oriental News Service Company; for police booths required to be retained by public security departments, strengthen cleanliness, and promptly maintain and renew those found severely old and damaged.
Sixthly, consolidate and enhance the results of "three chaos governance", strengthen the inspection and assessment of assistants and professional companies, and further improve the original workflow and mechanism.
Seventhly, based on the successful establishment of a 250-person volunteer team in 09 and the normal conduct of activities, further play the role of the volunteer team, with the slogan "serve the World Expo grand event, build an international Jing'an", increase publicity efforts, and target the frequent violation door responsibility units for publicity and notification.
Eighthly, strengthen the cooperation and interaction with relevant functional departments and streets in the district, adhere to the monthly comprehensive urban appearance management meeting mainly focused on door responsibility work and the weekly street working meeting, through the meeting system, communicate information, reach consensus, and form synergy.
