China actively promotes the development of "green economy"

At the Global Green Economy Summit held in Binhai New Area of Tianjin on June 8, 2009, Vice Minister of Environmental Protection Zhang Lijun said in his speech that the Chinese government regards the international financial crisis as an opportunity to adjust the economic structure and transform the mode of development. It takes promoting new energy, clean energy, and environmental protection industries as important breakthroughs, and accelerates the development of "green economy" from three aspects.

Vice Minister of Environmental Protection Zhang Lijun said that the Chinese government attaches great importance to environmental protection. In the "Eleventh Five-Year Plan" outline for national economic and social development, it clearly requires a 20% reduction in energy consumption per unit of GDP and a 10% reduction in total emissions of major pollutants as binding indicators. These indicators are important contents for promoting the green transformation of economic development methods. To accelerate the development of the "green economy," the Chinese government has mainly carried out work in three areas:

1. Raise the environmental access threshold and strictly control construction projects with "high pollution, high energy consumption, and resource-based." In 2008, the environmental access conditions for construction projects in 13 high-energy-consuming and high-emission industries such as power, steel, and petrochemicals were raised. Projects that do not meet environmental capacity requirements or national industrial policies will not be approved. In 2008, the Ministry of Environmental Protection did not accept, approve, or postponed approval for 156 "high pollution, high energy consumption, and resource-based" projects with a total investment of 473.7 billion yuan. At the same time, "regional restrictions" were implemented for regions and enterprises with prominent environmental problems and lagging construction and operation of pollution control facilities, suspending the environmental impact assessment approval of newly added industrial construction projects in these regions and enterprises.

2. Vigorously promote pollution reduction and vigorously develop the environmental protection industry. By the end of 2008, China had invested over 100 billion yuan to build 363 million kilowatts of coal-fired desulfurization installed capacity, accounting for more than 60% of thermal power generation installed capacity, becoming the country with the largest desulfurization installed capacity in the world; it invested over 200 billion yuan to build more than 1,550 sewage treatment plants with a daily treatment capacity of 86 million tons, achieving a sewage treatment rate of 66% in urban and rural areas, making it the second-largest country in the world in terms of sewage treatment scale.

3. Improve environmental economic policies and explore new ways for optimizing economic development through the environment. China has issued directories of highly polluting and high environmental risk products, reduced or canceled export tax rebates for "high pollution, high energy consumption, and resource-based" products, and increased or levied export tariffs on some products. Actively promoting green credit, more than 40,000 pieces of environmental protection information have been incorporated into the bank's credit management system, effectively preventing financial risks. Through environmental verification of listed companies, in 2008 alone, it prompted 27 companies to invest 350 million yuan in pollution control.

At the same time, pilot demonstrations of environmental economic policies such as green insurance, emission trading rights, and ecological compensation are progressing smoothly. This series of environmental economic measures allows "green enterprises" to gain fairer competition in the market, expanding the market share of green products.

According to the introduction by Tianjin, since the "Eleventh Five-Year Plan," through measures such as eliminating backward production capacity, implementing key energy-saving and environmental protection projects, and strengthening management, China's energy consumption per unit of GDP has decreased by 10.1%, saving 290 million tons of standard coal; the cumulative reductions in sulfur dioxide and chemical oxygen demand emissions nationwide have reached 8.95% and 6.61%, respectively, with some regional environmental quality improvements.

The first Global Green Economy Summit was held in Binhai New Area of Tianjin on June 8. It was co-organized by the Tianjin Municipal Government, the Tianjin Municipal Committee of the CPPCC, the China Enterprise Confederation, and the American magazine BusinessWeek. The theme was "Green Economy: An Opportunity to Drive Future Global Recovery." More than 400 Chinese and foreign government officials, renowned entrepreneurs, scholars, experts, and environmental protection organization personnel attended the meeting to find solutions for addressing the current international financial crisis and promoting the "green" recovery of the global economy.
