China National Radio, Chengdu, November 19th (reporter Chen Dazhe) - In Longquanyi District of Chengdu, Sichuan Province, the land of a village was requisitioned. The members of the Village Committee collectively decided to defraud the state of compensation for crops on requisitioned land through false reporting and embezzlement. They also exaggerated the area of occupied rural housing and claimed compensation under other people's names, thus defrauding more than 700,000 yuan from the state in total. Except for a small amount of money used for collective village expenses, the rest of the funds were privately divided among the seven involved individuals.

On the morning of November 11th, the Longquanyi District Court publicly tried seven defendants, including five members of the Village Committee.

Before the case broke out, Liu Huizhen was the Party Secretary of Jiankang Village in Baihe Town, Longquanyi District, and Wu Zhongjun was the village director. From July to October 2006, they learned that the village land would be requisitioned, and the Village Committee was responsible for assisting the town government in organizing and implementing matters related to land requisition and demolition. Liu Huizhen proposed taking advantage of the opportunity of the village land being requisitioned to defraud the state of compensation for crops on requisitioned land. All five members of the Village Committee agreed. The land measurement work was specifically handled by the town demolition office's measurement team. Liu and Wu found the team leader Wei Zhong to help them, and received Wei's consent.

From September to October of the same year, the construction projects of Longquanyi District's circular road needed to requisition land from Jiankang Village in Baihe Town. Liu Huizhen, Wu Zhongjun, and others defrauded more than 412,000 yuan from the state as compensation for crops on requisitioned land. After discussion by the five heads of the Village Committee, more than 370,000 yuan of it was privately divided. Among them, Liu Huizhen and Wu Zhongjun each received 72,000 yuan, the other three members of the Village Committee each received 69,000 yuan, and Wei Zhong received 20,000 yuan.

The Jiankang Village Committee also defrauded national compensation for rural housing by exaggerating the area of occupied rural housing and claiming it under other people's names. They also defrauded 264,000 yuan using the names of villagers Qiu and Ye, which was then privately divided among themselves. Wu Zhongjun's mother had a mere 15 square meter rural house, but Wu Zhongjun exaggerated its size, defrauding more than 76,000 yuan. Additionally, Wu Zhongcheng, the group leader of the tenth group of Jiankang Village, exaggerated the size of his father's rural house and obtained more than 60,000 yuan in compensation, giving Wei Zhong 10,000 yuan.

It is understood that the case broke out because when the crop fees were distributed to the villagers, each person received 100 yuan less, prompting many villagers to report the matter to the disciplinary inspection department.

On November 11th, the court sentenced Wei Zhong: recognizing the 20,000 yuan he received as a bribe, and the other amounts as embezzlement, sentencing him to 11 years and 6 months in prison; Liu Huizhen was sentenced to 10 years in prison for embezzlement, considering his medical condition, the court decided to temporarily suspend his imprisonment outside; Wu Zhongjun was sentenced to 11 years in prison, the other members of the Village Committee were also respectively sentenced to fixed-term imprisonment ranging from 3 to 7 years.
