Xinhua News Agency, Hangzhou, November 28th (Chen Xiaoming, Wang Nan) - The counties and districts adjacent to Zhejiang and Anhui provinces have established a mechanism of joint meetings for peaceful boundaries, forming a united effort in resolving disputes and maintaining stability in the border areas. This has effectively promoted the "mutual assistance, win-win, concerted efforts for stability maintenance, and coordinated development" of the bordering counties and districts.
The third joint meeting for the construction of peaceful boundaries in the counties and districts adjacent to Zhejiang and Anhui was recently held in Chun'an, Zhejiang. Relevant officials from the political and legal affairs systems of 12 counties and districts from two provinces, including She County and Xiuning in Anhui, as well as Lin'an, Tonglu, and Kaihua in Zhejiang, attended the meeting and signed the "Collaboration Agreement for the Construction of Peaceful Boundaries."
According to reports, due to reasons such as transportation, culture, and history, border areas have become neglected corners where problems are prominent. Disputes over the management and development of resources like land, forests, fish farms, water conservancy, and mineral deposits frequently occur. These disputes significantly affect social stability in the border regions. Additionally, some criminals often exploit the imperfections in border management to commit cross-regional crimes, leading to relatively high rates of criminal activity and numerous public security issues in these areas.
The "comprehensive governance collaboration at the border" model was first introduced in 2007 by six counties and cities along the boundary lines: Lin'an, Chun'an, and Anji in Zhejiang Province, and She County, Jixi, and Ningguo in Anhui Province. The aim was to jointly resolve challenges related to border stability through comprehensive governance collaboration. Over the past three years, the number of counties and districts participating in the "border comprehensive governance collaboration" has grown from the initial six to the current twelve.
"Since the start of the comprehensive governance collaboration, crime rates in the border areas of Chun'an County have decreased by 30%, with no homicide cases or major heinous incidents occurring," said relevant officials from the Political and Legal Affairs Commission of Chun'an County. They also noted that numerous long-standing disputes in the border areas have been resolved promptly, and cross-border criminal activities have been effectively controlled.
At the same time, various effective working mechanisms have been established in the border counties and cities. In terms of network co-construction, multiple cross-regional coordination and joint institutions have been formed in neighboring towns, ensuring seamless connections. Regarding information sharing, any disputes are communicated and addressed immediately through regular meetings for analysis and timely resolution. For dispute investigation and mediation, joint investigations and resolutions are carried out to effectively mitigate conflicts. In terms of shared security prevention, the political and legal departments have implemented joint defense and treatment, cracking down on cross-border illegal and criminal behaviors together.
