An argument over a 4-yuan parking fee at the parking lot led to the owner abandoning the car, blocking the exit for over 20 hours. The incident occurred at the Yixin Plaza underground parking lot, where the female driver claimed to be a leader of a political and legal unit. The police stated that the car owner's actions affected public transportation.
At around 5 PM on November 17th, due to a dispute over a 4-yuan parking fee, a car owner blocked the Jinlong Road exit of the Yixin Commercial Plaza underground parking lot in Haikou for over 20 hours. This caused all vehicles in the underground parking lot to be unable to exit from this location, leading to the paralysis of this exit. Staff from the parking lot reported the issue to the traffic police and the local police station, but as of the time the reporter went to press, the matter had not been resolved. ### Dispute Over 4-Yuan Parking Fee
The Car Owner Abandoned the Vehicle
More than four hours after the incident, at around 11 PM last night, the reporter arrived at the Jinlong Road direction exit of the Yixin Plaza underground parking lot in Haikou and saw: a black sedan with the license plate number "Qiong A・E3393" was parked at the exit of the underground parking lot. The car owner had already left the scene, their whereabouts unknown. Since this exit was blocked by the vehicle, all cars within the parking lot were unable to exit from here, causing the exit to become paralyzed. The staff could only redirect all vehicles from the Yixin Commercial Plaza underground parking lot to another exit—the Mingzhu Road exit.
According to Mr. Wen, a staff member of the parking lot, at 5:28 PM on November 17th, this black sedan with the license plate number "Qiong A・E3393" drove out of the Yixin Plaza parking lot and prepared to leave through the Jinlong Road exit.
After collecting the parking ticket, the staff checked the computer and found that the car entered the parking lot at 1:43 PM on the same day, having parked for 3 hours and 45 minutes. According to the parking lot's charging standards, the staff required the driver to pay a 4-yuan parking fee.
There were two people inside the car, both women over 40 years old. The female driver handed over her shopping receipt from the RT-Mart supermarket to the parking lot staff member, Mr. Wen, claiming that since they shopped at RT-Mart, they should not have to pay the parking fee.
Mr. Wen replied that if the purchase exceeded 50 yuan, parking for up to 2 hours would be free. However, since the car had been parked for 3 hours and 45 minutes, according to regulations, a 4-yuan parking fee must be charged.

Mr. Wen requested that the two women show their work credentials, which they were unable to provide. Therefore, Mr. Wen insisted that the car pay the 4-yuan parking fee before being allowed to leave.
Since the car owner still refused to pay the parking fee, Mr. Wen subsequently notified Deputy Team Leader Zhang of the parking lot, who arrived at the scene at 5:40 PM. Seeing that Deputy Team Leader Zhang also insisted on collecting the parking fee, the car owner abandoned her small car at the Jinlong Road direction exit of the Yixin Plaza underground parking lot and left the scene directly.
### Traffic Police Contacted the Car Owner to Move the Car
The Car Owner Refused the Requirement
According to Deputy Team Leader Zhang of the Yixin Department Store underground parking lot, since the car owner abandoned the car and left the scene, the car blocked the Jinlong Road exit of the Yixin Department Store underground parking lot, preventing cars from exiting. At the time, dozens of vehicles were stuck there waiting to leave.
Deputy Team Leader Zhang quickly reported the situation to the Jinmao Police Station. After the police arrived at the scene, they sought help from the Haikou traffic police. Upon arriving, the traffic police located the phone number of the car owner through the car's license plate and called the car owner, requesting them to come immediately and move the car so as not to block the exit of the underground parking lot. The car owner refused the traffic police's request.
Subsequently, the traffic police and the police officers called the car owner, but either the calls were not answered or the phone was turned off.
In the absence of any other options, the traffic police called in a traffic clearance tow truck to prepare to tow the car away. However, when the traffic clearance tow truck arrived at the scene, it was unable to enter due to insufficient height in the Yixin Department Store underground parking lot.
A police officer from the Jinmao Police Station later told reporters that the behavior of the car owner was excessive. Due to personal dissatisfaction, the car owner blocked the exit of the parking lot, not only affecting the entire operation of the parking lot but also obstructing all car owners within the parking lot from leaving. This created a very negative impact on public transportation. We hope the media exposes such people and events, allowing public opinion to judge.

Other Car Owners Criticize
At around 1 PM today, more than 20 hours after the incident, the staff of the Yixin Plaza underground parking lot called the reporter, stating that 20 hours had passed and the car owner still had not moved the car. Subsequently, the parking lot staff called a tow truck, which moved the car from the parking lot exit to the side.
According to Deputy Team Leader Zhang of the Yixin Plaza underground parking lot, every day, thousands of vehicles arrive at the Yixin Plaza underground parking lot. The parking lot has only two exits—one toward Jinlong Road and the other toward Mingzhu Road. At around 5 PM on November 17th, after the car owner blocked the exit toward Jinlong Road, the staff had to redirect all vehicles within the parking lot to exit via Mingzhu Road. This caused significant inconvenience to many customers.
Deputy Team Leader Zhang also mentioned that the parking lot began charging for parking spaces on February 19, 2009. The charging standard was: for purchases exceeding 50 yuan, parking within 2 hours (including 2 hours) is free; for purchases exceeding 50 yuan, parking between 2 to 3 hours (including 3 hours) costs 3 yuan. For every additional hour beyond 3 hours, an extra 1 yuan is charged.
Deputy Team Leader Zhang stated that the parking lot's charging standards are entirely based on the "Notice Regarding the Service Charge Standards for Various Types of Parking Lots" issued by the Haikou City Price Bureau on April 29, 2002.
When the reporter revisited the Yixin Plaza underground parking lot today, customers who parked there expressed strong dissatisfaction.
Car owner Mr. Chen said: "What this car owner did is completely unacceptable. If she was dissatisfied with the parking lot fees, she could have reported it to the relevant government departments or the company's superior leadership. By blocking the parking lot exit to express her dissatisfaction, she disrupted public transportation order. This is a serious act of endangering public order, and the public security organs should impose strict penalties."
