Who's Sending Out Spam Links on Google's Behalf?

What's going on? Is Google starting to send out spam links? Are they beginning to promote spam for the sake of traffic? It's unclear whether it's our competitors deliberately trying to harm us, dragging Google into our criticism, or if Google is doing this intentionally. Isn't their motto "Don't be evil"?
