A provincial CPPCC member submitted a proposal stating that to protect Chinese characters, the position of Chinese and English on business signs and advertisements should be regulated. Relevant departments have recently responded by stating that the Department of Education is drafting the "Guangdong Province Implementation Measures for the National Common Language and Characters Law", which clearly stipulates that the order of text on advertising signs should place Chinese above foreign languages in horizontal arrangements, and Chinese on the right and foreign languages on the left in vertical arrangements. The exclusive use of foreign languages is not permitted.
It is reported that many companies, shops, banks, and other industrial and commercial enterprises are accustomed to displaying their advertisements with Chinese and other languages simultaneously. However, when arranging the text, some industrial and commercial enterprises place Chinese below or after other languages. The Provincial Administration for Industry and Commerce and other relevant departments do not have clear regulations regarding the order of text placement. Guangdong Provincial CPPCC member Wen Liang stated: "This greatly diminishes the importance of Chinese language and characters."
