Guangzhou's High School Entrance Exam Bonus Points Projects Reduced: City Model Students No Longer Receive Bonus Points
Yesterday, in the "Notice on Doing a Good Job in the Enrollment Work for the 2012 Guangzhou Secondary Education Stage School Admission Examination" released by the Guangzhou Enrollment Office (hereinafter referred to as the "Notice"), it was clearly pointed out that the bonus points for "City Model Students", "Outstanding Student Cadres of the City", and "Outstanding Youth League Members of the City" would be canceled. It is reported that the online enrollment work for this year's high school entrance exam will start on March 12th, with graduates of Guangzhou household registration enrolling at their original schools from the 12th to 17th. Non-local candidates returning to Guangzhou, previous graduates, and overseas students will enroll at the enrollment office of their registered residence or place of residence from the 18th to 22nd.
Change 1: Reduction in Bonus Points Projects
The honors eligible for bonus points have been "reduced" again! This year's admission plan has significantly reduced the number of bonus point projects, canceling the bonus points for "City Model Students", "Outstanding Student Cadres of the City", and "Outstanding Youth League Members of the City". However, there has been some relaxation in policy for Tibetan students studying outside their home region. According to the spirit of the Ministry of Education, National Development and Reform Commission, and the Ministry of Finance regarding Tibetan cadres' children enjoying local student treatment when studying inland, the children of Tibetan cadres entering Tibet will be included in the policy-based care borrowing study program, enjoying the same treatment as local students.
Change 2: Increase in City-wide Recruitment Schools
Following last year's city-wide recruitment by provincial and municipal schools, the number of city-wide recruitment schools has significantly increased this year. All 27 district and county-level model high schools will conduct city-wide recruitment, realizing the sharing of quality places among all city candidates. However, the proportion of students recruited from other districts by each school will be reduced, with a maximum of no more than 15%. Relevant personnel from the Guangzhou Enrollment Office revealed that this is done to balance regional educational resource development. Based on the actual situation in previous years where most high schools did not reach the upper limit ratio for recruiting students from other districts, candidates are advised to appropriately consider applying to high schools in other districts.
The following is a list of newly added 27 district and county-level model ordinary high schools conducting city-wide recruitment: No. 1 Middle School, No. 3 Middle School, No. 4 Middle School, No. 5 Middle School, No. 7 Middle School, No. 16 Middle School, No. 47 Middle School, No. 65 Middle School, No. 86 Middle School, Peizheng Middle School, Yucai Middle School, Nanwu Middle School, Zhengguang Middle School, Tianhe Middle School, Peiyng Middle School, Yuyan Middle School, Nansha No. 1 Middle School, Zhongyuan Middle School, Panyu Middle School, Xiangxian Middle School, Yusan Middle School, Xiugquan Middle School, Kuang Weiyu Memorial Middle School, Zengcheng Middle School, Xintang Middle School, Conghua Middle School, and Conghua No. 6 Middle School.
Change 3: Lower Physical Education Exemption Scores
There has been a noticeable change in the calculation method for physical education exemptions this year. Disabled students who have lost their ability to move or those unsuitable for participating in physical activities due to health reasons can apply for Category 1 exemption, with scores calculated based on the average score of regular candidates across the city.
Not only has the score been lowered, but the application categories for exempted candidates have increased to include "Category 2 Exemption." This refers to candidates who are still unwell during deferred exams, experience injuries on the day of the exam, or encounter special circumstances such as menstruation and cannot participate in the physical education exam. Category 2 exempted candidates' scores will be calculated at 70% of the average score of regular candidates. Additionally, the notice stipulates that elective candidates choosing two projects must select from different categories. A special physical education exam has also been added for disabled candidates, using different project rules and evaluation standards from those of regular candidates.
Change 4: Independent Recruitment for Five-Year Higher Vocational Classes
Starting this year, the five-year higher vocational programs of 14 higher vocational colleges within the province will implement independent recruitment, managed under the overall coordination of the Provincial Examination Institute. Graduates wishing to apply for five-year higher vocational classes must not only register for graduation exams but also log onto the website of the Guangdong Provincial Education Examination Institute between March 15th and 20th, 2012, to enter the "Five-Year Higher Vocational Class Enrollment System" for online registration and take the relevant exams within the specified time.
Opinion Forum: Cancellation of "Three Goods" Bonus Points Receives Approval from Schools and Parents
The significant reduction in bonus points for the college entrance examination in Guangdong Province has sparked widespread social discussion. Now, the principle of bonus points for the high school entrance exam has also been "reduced." How do schools and parents view this? What impact does it have on students and the educational environment?
After the release of the "Notice," Xin快报 reporter contacted Zhao Lianhua, deputy director of the Academic Affairs Office at Guangtie No. 1 Middle School. She had already heard about this news the day before. "The cancellation has its rationality and helps achieve fairness and justice in the educational environment," Zhao Lianhua said: "Parents now understand that students are not judged solely by their scores but by comprehensive development. Those who can obtain the title of 'Three Goods' generally have good academic performance, so the bonus points for the high school entrance exam have little impact on whether they can enter a good school."
Zhao Lianhua further analyzed: "The honor slots are limited, but many students meet the conditions. For students who meet the criteria but are not selected, there is a strong sense of unfairness. Deciding who to award the honor affects the bonus points for the high school entrance exam, leaving schools in a difficult position. The cancellation of bonus points saves us a lot of trouble."
Many parents expressed relief upon hearing about the cancellation of these types of bonus points, feeling that their children are not falling behind at the starting line. A parent surnamed Zhou whose child just started junior high school said that competition for high school admission is greater than for junior high school. "The existence of bonus points provides a possibility for unfairness, making one feel uncomfortable. Now, everything depends on the child's abilities for promotion, giving one peace of mind." Some parents directly stated during interviews, "This year's high school candidates are truly lucky; the bonus points should have been canceled long ago." Many netizens who learned about this news responded enthusiastically, praising it as a move to "maintain educational fairness."
