Guangzhou's High School Entrance Exam Bonus Points Reduced: City Model Students No Longer Receive Bonus

Yesterday, the Notice on Doing a Good Job in the Registration Work for the 2012 Guangzhou Secondary Vocational School Recruitment Examination issued by the Guangzhou Examination Office clearly pointed out the cancellation of the bonus points for "City Model Students", "Outstanding Student Cadres", and "Outstanding Youth League Members". It is reported that the online registration for this year's high school entrance exam will start on March 12. Graduates with Guangzhou household registration will register at their original schools from March 12 to 17, while non-local students, previous graduates, and overseas students will register at the examination office in their place of household registration or residence from March 18 to 22.

Change 1: Reduction in Bonus Points Projects

The honors enjoying bonus points have been "reduced" again! This year's recruitment plan has significantly reduced the bonus point projects, canceling the bonus points for "City Model Students", "Outstanding Student Cadres", and "Outstanding Youth League Members". However, the policy for Tibetan students studying elsewhere has been slightly relaxed. According to the spirit of the Ministry of Education, National Development and Reform Commission, and the Ministry of Finance regarding the treatment of children of officials entering Tibet as local candidates when studying in mainland China, the children of officials entering Tibet have been newly included in the policy-based care for borrowing students to enjoy the same treatment as local candidates.

Change 2: Increase in City-wide Recruitment Schools

Following last year's city-wide recruitment by provincial and municipal schools, the number of city-wide recruitment schools has significantly increased this year. All 27 district and county-level municipal model high schools will conduct city-wide recruitment, realizing the sharing of quality places by all city candidates. However, the proportion of students recruited from other districts by each school will be reduced, with a maximum of no more than 15%. Relevant personnel from the Guangzhou Examination Office revealed that this is done to balance regional educational resource development. Based on the actual situation of most high schools not reaching the upper limit ratio of recruiting students from other districts in previous years, it is suggested that candidates may appropriately consider applying to high schools in other districts.

The 27 new district-county level model ordinary high schools conducting city-wide recruitment are listed below: No. 1 Middle School, No. 3 Middle School, No. 4 Middle School, No. 5 Middle School, No. 7 Middle School, No. 16 Middle School, No. 47 Middle School, No. 65 Middle School, No. 86 Middle School, Peizheng Middle School, Yucai Middle School, Nanwu Middle School, Zhengguang Middle School, Tianhe Middle School, Peiying Middle School, Yuyan Middle School, Nansha No. 1 Middle School, Zhongyuan Middle School, Panyu Middle School, Xiangxian Middle School, Yusan Middle School, Xiugquan Middle School, Kuang Weiyu Memorial Middle School, Zengcheng Middle School, Xintang Middle School, Conghua Middle School, and Conghua No. 6 Middle School.

Change 3: Lowered Physical Education Exemption Scores

There is a significant change in the calculation method for physical education exemptions this year. Students who have lost their ability to move due to disability or health reasons can apply for Category 1 exemption, with their scores calculated based on the average score of regular candidates in the city.

Not only have the scores been lowered, but the application types for exemptions have also increased with "Category 2 Exemptions." These refer to candidates who are still recovering during the deferred exams, experience injuries on the spot, or encounter special circumstances such as menstruation and cannot participate in the physical education exam. Candidates can apply for Category 2 exemptions. The scores for Category 2 exemption candidates are calculated at 70% of the average score of regular candidates. Additionally, the notice stipulates that selective candidates choosing two projects must choose different categories. Special physical education exams have been added for disabled candidates, using different project rules and evaluation standards from those for regular candidates.

Change 4: Separate Recruitment for Five-Year Higher Vocational Classes

Starting this year, the five-year higher vocational programs of 14 higher vocational colleges in the province will implement separate recruitment, managed comprehensively by the Provincial Examination Institute. Graduates wishing to apply for five-year higher vocational classes need to register for graduation exams and log onto the website of the Guangdong Provincial Education Examination Institute from March 15 to 20, 2012, to enter the "Higher Vocational School Five-Year Higher Vocational Class Recruitment Enrollment System" for online registration and take the corresponding exams within the specified time.

Opinion Forum: Cancellation of "Three Goods" Bonus Points Welcomed by Schools and Parents Alike

The significant reduction in bonus points for the college entrance exam in Guangdong Province has sparked widespread social discussion. Now, the principle of bonus points for the high school entrance exam has also been "reduced." How do schools and parents view this? What impact does it have on students and the educational environment?

After the issuance of the "Notice," New Express reporter contacted Zhao Lianhua, Deputy Director of the Academic Affairs Office of Guangtie No. 1 Middle School, who had already heard about this news the day before. "The cancellation has its rationality and helps ensure fairness and justice in the educational environment," said Zhao Lianhua. She believes: "Parents now understand that students are not judged solely by scores but by comprehensive development. Those who can obtain the title of 'three goods' generally have good academic performance, so the bonus points for the high school entrance exam have little impact on whether they can enter a good school."

Zhao Lianhua further analyzed: "The honor slots are limited, but many students meet the criteria. For students who meet the criteria but were not selected, there would be a strong sense of unfairness. Deliberating over whom to give the honor directly affects the bonus points for the high school entrance exam, which poses a dilemma for schools. Now, with the cancellation of bonus points, it saves us a lot of trouble."

Many parents expressed relief upon hearing about the cancellation of such bonus points, feeling that their children haven't fallen behind at the starting line. A parent surnamed Zhou, whose child just started junior high school, indicated that competition for high school admission is greater than for junior high school. "The existence of bonus points provides a possibility for unfairness, making one feel uncomfortable. Now, relying solely on one's abilities for advancement makes one feel much more at ease." Some parents interviewed frankly stated, "This year's high school entrance examinees are truly lucky; these bonus points should have been canceled long ago." Many netizens who learned of this news responded enthusiastically, praising it as a move to "uphold educational fairness."
