Man kills 2 and injures 1, then flees after abandoning the vehicle - Traffic police travel a thousand miles to capture the "road killer" - Zuo Xuezhang
On December 8th, the Expressway Sixth Detachment of the Hefei Public Security Bureau Traffic Police officially submitted the "Application for Approval of Arrest" to the Lujiang County People's Procuratorate, requesting the arrest of the suspect Tian Moumou who fled the scene after driving at night and fatally hitting innocents. With this, the major traffic accident escape case on January 18th on the He (Fei) An (Qing) Expressway in Lujiang County was successfully solved, thus bringing the case to a successful conclusion.
After the collision, he abandoned the car and fled
At around 5 a.m. on January 18th, amidst heavy wind and snow, Tian Moumou, residing in Weishan County, Jining City, Shandong Province, was employed by the owner to drive a box truck with a Shandong H license plate, delivering goods from Shandong to Guangdong. On the way through the Lujiang section of the He-An Expressway, his vehicle collided with a Anhui H license plate minivan parked in the emergency lane due to a previous accident, resulting in the deaths of two individuals, the driver Cai Mou and his son sitting in the front passenger seat, while Cai's wife in the backseat sustained serious injuries. Upon realizing the severity of the situation after getting out of the car and seeing the blood-soaked victims, Tian immediately fled the scene, leaving the goods behind.
Soon, the police determined that Tian Moumou was driving too fast at night, lacked experience, and misjudged the road conditions during the snowy weather, causing his vehicle to collide with the minivan parked in the emergency lane, leading to severe damage of both vehicles, two fatalities, one seriously injured, and holding Tian primarily responsible for the accident. His actions constituted the crime of traffic manslaughter. Due to the extreme severity of the accident, which resulted in two deaths and one serious injury within the minivan, it had significant social impact and was treated as a major case by the police.
The suspect plays hide-and-seek with the traffic police
After the incident, the Expressway Sixth Detachment of the Hefei Public Security Bureau Traffic Police (previously known as the Third Detachment of the Chaohu Public Security Bureau Traffic Police before administrative regional adjustments) immediately formed a special investigation team. Deputy Team Leader Shen Aiqing led the accident handling officers to rush to Tian’s registered residence in Jining City, Shandong Province. However, Tian had already fled elsewhere, and the initial attempt to capture him was unsuccessful. In the following ten months, despite multiple pursuits conducted by the police, all efforts were stalled due to lack of reliable information.
After the nationwide "Clear Net Action" launched in autumn this year, the Hefei traffic police formed a fugitive hunting group and once again went to Weishan, Shandong to conduct a manhunt. They patiently worked on the ideological work of Tian’s family members, persuading Tian to return and surrender himself to the police. However, Tian remained obstinate, continuing to flee and deliberately evading legal prosecution.
On November 29th, Deputy Team Leader Shen Aiqing led the traffic police back to Shandong, attempting to mobilize Tian’s family members to persuade him to voluntarily surrender to the public security authorities before the end of the "Clear Net Action" on December 1st, hoping for leniency under the law. But Tian still acted on his own accord, ignoring calls from his relatives, persistently hiding and fleeing.
Joint operation between Shandong and Anhui captures the "road killer"
At noon on December 1st, the Hefei police obtained accurate information indicating that Tian was at a construction site in Longkou City, Shandong Province. The Hefei police immediately requested support from the Longkou Public Security Bureau. After receiving instructions from the city bureau's criminal investigation team to collaborate on capturing the fugitive, the Donghai Police Station of the Longkou Public Security Bureau quickly formulated a capture plan. Investigators pretended to be buyers viewing houses to investigate the building, discovering a young man working there who looked extremely similar to Tian. This man had a strong Jining accent and claimed to be from Weishan County. After verifying the photos, the police confirmed that this person was indeed Tian, and they planned to seize the opportunity to capture him.
At that time, Tian was holding a hammer while working on the roof slope. If forcibly captured, it might result in injury to the police or the fugitive falling off the building. The police decided to lure him to a safer location before making the arrest. Due to Tian having a strong anti-reconnaissance awareness, when the police approached, he quickly ran along the rooftop towards another staircase. Around 8 p.m. on December 1st, the police found him hiding in a dormitory of a fellow worker in another residential area, planning to escape Longkou early the next morning.
After confirming that Tian was in fellow worker Ma's dormitory, the police located the foreman Xu of Tian’s carpentry team. Xu knocked on Ma’s dormitory door, and the police swiftly moved in to apprehend Tian. Tian was successfully captured.
Upon interrogation, Tian confessed to the fact of fleeing the scene after causing a traffic accident.
