Our reporter (Wang Wei) - After bribing the director in charge of tax control machine business at the local taxation bureau, Director Diao Weilie, with 1.84 million yuan, a company chairman, Li Jinkui, smoothly obtained the tax control machine project. This morning, the reporter learned that the First Intermediate People's Court sentenced him to three years in prison for corporate bribery, with a four-year reprieve.

Li Jinkui, aged 48, was the chairman of Beijing Tianrui Taihe Technology Co., Ltd. (hereinafter referred to as Tianrui Taihe Company) before the case broke out. He met the former director of the Ticket Management Center of the Municipal Local Taxation Bureau, Diao Weilie, at a dinner party.

According to Li Jinkui's confession, a tax control device manufacturer contacted him for cooperation. He met Diao Weilie through an introduction and his company subsequently signed an agency agreement with the manufacturer to jointly participate in the tendering and bidding of the local taxation bureau's tax control machine.

Li Jinkui stated that during that dinner, Diao Weilie proposed to participate in the cooperation of the tax control machine project through his good friend Zhou's Jinpeng RunDa Company and requested Li Jinkui to pay "consulting fees" to Jinpeng RunDa Company. After the dinner, Li Jinkui privately brought the contract to Zhou. According to the contract, Tianrui Taihe Company would give Zhou "consulting fees" for each tax control machine sold.

Li Jinkui said he didn't want to give money to Diao Weilie, but after bidding on the tax control machine project, Diao Weilie twice mentioned in his office "just show some gratitude" and "anyway, you should give me some money", so he eventually agreed to give money to Diao Weilie through Zhou under the guise of intermediary fees.

The case materials showed that on March 16, 2005, Diao Weilie and his wife Wang divorced by mutual agreement. The next day, Zhou gave Wang a house, and they signed a gift agreement in Zhou's Buick car, with Diao Weilie present. Zhou's testimony revealed that both the house and the Buick car were purchased with the 1.84 million yuan received from Li Jinkui.

The court sentenced Li Jinkui to three years in prison for corporate bribery, with a four-year reprieve, and fined his company 300,000 yuan. Diao Weilie has been dealt with separately.
