According to our news report, unemployed men such as Zhang Liang found online that the Fangshan organized crime group "Zhou Laoba" had been punished by law. They then pretended to be fugitives of the "Zhou Laoba" gang and sent extortion letters to 64 people demanding money. Recently, 34-year-old Zhang Liang was sentenced to five years and six months in prison by the Haidian Court for extortion.

Zhang Liang, Gao Yong, and Liu Bing lost a lot of money due to gambling and decided to impersonate members of the Zhou Laoba gang who were still at large. They extorted property by mailing extortion letters. They purchased 5,000 stamps and 5,000 envelopes, bought 11 bank cards through illegal channels, and selected some recipients and addresses. After writing the extortion letters, they dropped them into every mailbox they saw, sending out about 2,000 letters in total. In Haidian District, Zhang Liang sent extortion letters via mailboxes to 64 residents including Mr. Chen and Mr. Wu. He threatened to kill them and their families if they did not pay up, demanding each victim transfer RMB 8,000 to his designated bank account.

After these letters were sent out, no one gave them any money. Some of the recipients reported the threats to the police immediately after receiving the letters. The police quickly arrested Liu Bing and others.
