A staff member of the Sheyang County Finance Bureau of Yancheng City reported to the news hotline 025-96110 of Jiangsu News Radio that a vice director of the bureau had been transferred to work in a town several years ago, but his salary was still paid by the finance bureau. This aroused the suspicion of this person. The reporter of our station rushed to Sheyang for investigation and interview, and found that the reported vice director did not receive duplicate wages. In Sheyang, the reporter met with the complainant Mr. Song. Mr. Song told the reporter that he is an employee of the Sheyang County Finance Bureau. He found that the name of the former deputy director of the bureau, Tang Youbiao, was still on the list of contributors to the housing provident fund. Mr. Song recalled that Tang Youbiao had already been transferred from the Sheyang County Finance Bureau in 2008 to serve in the Panwan Town of Sheyang County, and in 2011, he was transferred again to serve in Haihe Town. According to custom, the salary and benefits should be transferred along with the personnel relationship, but as of January 2012, Tang Youbiao's salary was still paid by the Sheyang County Finance Bureau. Mr. Song thought this was very suspicious: "I saw the list of contributors to the housing provident fund, and I saw the name of Tang Youbiao. He had already been transferred from our unit in 09, so how could his name still appear on the list of contributors to the housing provident fund of our unit? I have serious doubts about this. There has never been such a case in the history of our finance bureau, and he is not a staff member of our unit." As for whether Tang Youbiao received money after being transferred to the town, Mr. Song said he was not sure. To verify this matter, the reporter went to the Sheyang County Finance Bureau. After understanding the intention of the reporter, Director Jiang Tingbin of the Finance Bureau introduced that since the complainant also made a reflection to the local discipline inspection committee, the Party Leadership Group of the Finance Bureau had already conducted an investigation into the issues raised by the complainant. After their investigation, they found that Tang Youbiao's salary was indeed still paid by the Sheyang County Finance Bureau, but the town where Tang Youbiao is currently located does not pay him any salary: "After we checked, we did not find any duplicate payment of salary, this is certain. Secondly, we checked our system, there cannot be duplicate names." Jiang Tingbin introduced that the civil servant salary payments in Sheyang County are centralized through one number per person, and all county and township civil servants' salaries are paid by the Sheyang County Treasury Centralized Payment Center. The reporter went to this center to check the system and requested the staff to randomly extract the salary payment table of Panwan Town in January 2011 and the salary payment table of Haihe Town in January 2012. Indeed, there was no name of Tang Youbiao on either of them. Then, since Tang Youbiao had been transferred twice, but still received salary from the finance bureau, does this violate regulations? Director Jiang Tingbin of the Finance Bureau explained that it does not: "Normally, the salary follows the person, because it is county-township coordinated and uniformly distributed, his transfer does not affect his salary, he just receives that much salary, and it is impossible for him to receive duplicate payments. Whether he goes to the township or stays here, he receives the same amount of salary, the salary standard is the same, all are transparent salaries." Jiang Tingbin told the reporter that the finance bureau has already sent people to contact Tang Youbiao and suggested that he immediately transfer his personnel relationship to the township where he is located, to avoid any misunderstanding.
