At 2:29 AM on January 23rd, an armed police officer on duty in the second-floor monitoring room of a bank in Shangzhi noticed someone moving around in the office area upstairs. Subsequently, that person attempted to forcibly enter the monitoring room. While kicking the door and smashing the glass of the monitoring room with a hunting rifle, a bullet from the gun penetrated the glass of the monitoring room. Hu, the deputy manager who was also on duty on the second floor, went out upon hearing the sound. The suspect then used the gun to force Hu into a room before fleeing the scene.
In order to quickly solve the case, the police established a special task force. Task force members visited and investigated over 6000 households, reviewed more than 30 clues reported by the public, and offered a reward of 100,000 yuan to encourage public reporting.
The police found that a home invasion theft that occurred in Shangzhi on January 13th had connections to this case, so they decided to investigate both cases together. Based on the investigation of the stolen goods from the previous theft case, the suspect Jiang Haiyang was arrested at 15:00 on February 13th.
Upon initial review, the suspect Jiang Haiyang confessed to multiple instances of breaking and entering and garage break-ins for theft in places like Mudanjiang and Harbin since August 2011. Jiang also described the process of robbing the bank on January 23rd.
On January 21st, while stealing inside a garage in Shangzhi, Jiang discovered guns inside and stole them. On the evening of January 22nd, Jiang broke into a house in the Shangzhi residential area, stealing yellow coats, flashlights, hats, and other items. He then went to a bank in Shangzhi, planning another theft by breaking through the window. However, he didn't find anything valuable on-site, so he left to retrieve his gun and returned to the bank, where he conceived the idea of robbery. Upon being discovered by the security guard, he fled after shooting at the monitoring room glass, causing the gun to accidentally fire and penetrate the glass. At this time, other on-duty personnel came out to surround him, but he managed to escape by threatening them with his gun.
Based on Jiang's confession, the task force recovered all the stolen guns and bullets. They are currently further investigating the source of the guns by questioning the parties involved in the garage theft case.
