Hubei Xiangyang's "Wu'an Model": Four regions join hands to build a phosphate chemical brand
Wu'an, this small town in the east of Nanzhang County, has suddenly become bustling with activity as two large phosphate chemical projects, each worth over 10 billion yuan, have been located here.

The four counties (cities) of Nanzhang, Baokang, Yicheng, and Gucheng in Xiangyang collaborate, complementing each other's strengths, to jointly create the Wu'an phosphate chemical circular economy industrial park with an annual output value of hundreds of billions of yuan.
On the 15th, reporters came here and felt the heat of the park construction everywhere. Excavators and transport vehicles were busy non-stop, and infrastructure construction such as roads, water, and electricity was fully underway.
High-quality resources are allocated to high-quality enterprises
Xiangyang is rich in phosphate ore resources. The Baokang phosphate mine within its territory is one of the eight major phosphate mines in the country. In the 1950s, Xiangyang phosphate mine, along with Guizhou Kaiyang phosphate mine and Yunnan Kunyang phosphate mine, were known as the three largest phosphate mines in China at the time, symbolizing "three yangs opening fortune."
However, for a long time, a big city of phosphate resources has not become a strong city of phosphate chemicals. In 2009, the Xiangyang Combustion, Chemicals, and Pharmaceutical Industry Association pointed out problems with the rough management of phosphate resource development in a survey report: phosphate chemical enterprises are relatively small in scale, with low concentration and lack of large leading enterprises; product structure is unreasonable, processing depth is insufficient, and added value is not high; resource integration degree is not high, phosphate ore extraction and sales operate independently, and 70% of resources flow outside the region.
Rough management not only wastes valuable resources but also adversely affects the ecological environment.
Last year, Xiangyang strongly guided the phosphate chemical industry to shift from extensive to intensive, refined, and scaled directions, deciding to focus on building a high-standard phosphate chemical industrial park in Wu'an Town.
High-quality resources are allocated to high-quality enterprises. Xiangyang introduced Yichang Xingfa Group and Sichuan Longpeng Group, making them the main enterprises of the Wu'an Park, leading the development and utilization of phosphate ore resources. Xingfa and Longpeng are both leading enterprises in the national phosphate chemical industry.
According to the introduction, the Wu'an Park has a planned total area of 15.02 square kilometers, aiming to become the largest phosphate chemical base in central China. Among them, Longpeng Group has a total investment of 15 billion yuan. After the first phase is completed, it will produce 3 million tons of phosphates, 600,000 tons of titanium dioxide, and 6 million tons of sulfuric acid annually, with an annual output value of 23 billion yuan and tax revenue of 1.5 billion yuan; Xingfa Group has a total investment of 10 billion yuan, constructing two industries of phosphate and silicon. After the first phase is completed, it can achieve an annual sales revenue of 2 billion yuan and tax revenue of 1.2 billion yuan.
The Xingfa project started construction at the end of last year, and the Longpeng project can start construction in the first half of this year.
Breaking regional barriers leads to win-win
Building a phosphate chemical park, Nanzhang Wu'an is an ideal place. Here, transportation is convenient, adjacent to the Xiangyang-Jingmen Expressway, with four provincial highways passing through. It is also close to the Jiaolou Railway Yicheng freight station and the Han River Yicheng wharf. In terms of water resources, the two largest rivers in the county pass through here. In terms of land use, this area belongs to the hilly region, with a relatively open terrain and vast land resources. From the regional position, Wu'an is relatively close to the urban area of Xiangyang, which is conducive to attracting talent.
However, Nanzhang only has locational advantages, relying on Baokang and Gucheng counties for ore resources and Yicheng City for logistics exports.
In the phosphate chemical industry, resources are king. Xiangyang's phosphate ore resources are mainly concentrated in Baokang. Of course, Baokang hopes for "mineralization combination, local transformation." But Baokang is a mountainous county, unsuitable for large-scale industry, and Baokang's positioning is Xiangyang's "back garden," where developing the chemical industry would be detrimental to the ecological environment.
Breaking administrative barriers and promoting cross-regional cooperation is the best choice.
The focus of cooperation among the four counties (cities) is between Baokang and Nanzhang. Under the leadership of the Xiangyang Municipal Government, in September last year, Baokang and Nanzhang counties signed a mutually beneficial cooperation agreement to jointly build the industrial park.
Baokang provides supporting services to the park enterprises in terms of phosphate ore resource security. The industrial total output and added value generated by enterprises using Baokang resources are counted as 50% each by the two counties; the retained part of the value-added tax and corporate income tax realized is shared 60-40 between the two counties.
Shared benefits. This is undoubtedly a win-win cooperation.
There is a saying that fertile water should not flow to outsiders. Sending phosphate ore resources to Nanzhang for processing once caused different opinions within Baokang County, but after a great ideological liberation discussion, everyone reached a consensus.
Secretary Ye Cong of the Baokang County Party Committee said that the Wu'an cooperation model embodies great openness and collaboration. For Baokang, it means climbing higher steps and sailing further seas.
The Wu'an Park also involves the production of silicon and titanium products, requiring the silicon stone mine and vanadium-titanium magnetite resources of Gucheng County, thus involving mutually beneficial cooperation between Nanzhang and Gucheng.
The logistics export of the Wu'an Park is within the jurisdiction of Yicheng City. With the active efforts of Nanzhang County, Yicheng City expressed that it will fully support and cooperate in the construction of the railway special line and waterway dock of the park, and support park enterprises to register and establish shareholding logistics companies in Yicheng.
Currently, the Xiangyang Municipal Government has established a coordination leading group for park construction to strengthen supervision, guidance, and coordination of cooperation among the four counties (cities).
On the 7th and 9th of this month, the Xiangyang Municipal Party Committee and Municipal Government successively convened promotion meetings for the Xingfa project and Longpeng project of the park. Standing Committee Member of the Provincial Party Committee and Secretary of the Xiangyang Municipal Party Committee Fan Ruiping emphasized that the park should be built into a gathering area for phosphate, titanium, and silicon chemical industries, a demonstration area for circular economy, and an experimental area for "flying land economy."
