On behalf of the client, we invite qualified bidders to participate in a domestic public competitive bidding for equipment materials and services for the heavy construction project of Jilin Haoyu Petrochemical Power Equipment Manufacturing Co., Ltd.
1. Name, quantity, and main technical parameters of bidding goods:
- Car bottom heating furnace - 4 units
- Car bottom heat treatment furnace - 6 units
- Vertical shaft heat treatment gas furnace - 3 units
- Workshop lighting fixtures - 2 sets
- Lighting box power cabinet - 116 units
- 35MN tooling - 240.027 tons
- Rotating upsetting platform - 75.629 tons
- Rotating lifting platform - 99.091 tons
2. Bidders should meet the following qualification requirements and the relevant qualifications listed in the summary table of goods demand in the bidding documents:
1) Enterprises registered within the People's Republic of China.
2) Possess ISO9000 series or equivalent quality assurance system certification with annual inspection records.
3) Hold production licenses or certification certificates issued by national recognized certification institutions for the products being bid on.
4) If two or more legal entities have the same legal representative, or if there are parent companies, wholly-owned subsidiaries, and their holding companies, only one entity can participate in the bidding for the same package (or sub-package).
5) Bidders should have good financial status and commercial credit.
6) In the past three years, no accidents have occurred due to the supplied similar equipment/materials (or accidents have occurred but effective corrective measures have been taken, follow-up handling has been done, and verification has been obtained).
7) In the execution of domestic equipment/material supply contracts over the past three years, there have been no batch returns (referring to 10% or more of the same contract) or serious impacts on construction (or problems have occurred but effective corrective measures and follow-up handling have been implemented and verified).
8) In the execution of domestic equipment/material supply contracts over the past three years, there have been no delays in the delivery of goods and/or bidder drawings that significantly affected construction and project progress.
9) In domestic equipment/material bidding activities, contract performance, after-sales service, and product operation over the past three years, there have been no public criticisms.
3. Price of bidding documents: Average price per package is 500 yuan (including electronic documents). The bidding documents are non-refundable and postal purchases are not accepted.
4. Time to purchase bidding documents: From November 26, 2009, to December 4, 2009, every day from 8:30 AM to 11:30 AM, and from 1:30 PM to 4:00 PM (Beijing time, holidays excluded). Electronic versions of the bidding documents can also be copied at this time. In case of discrepancies between the electronic version and the paper version of the bidding documents, the paper version shall prevail. (Note: For this bidding, all participating manufacturers must bring their own USB drives to copy the electronic blueprints.)
5. Deadline for submission of bids and location for delivering bid documents: All bid documents must be submitted before the deadline specified in the bidding documents. Late submissions will be rejected, and mailed submissions will not be accepted.
