Doubts about the peak and off-peak electricity pricing of smart meters, power company provides guidance. Recently, a message on Weibo has been widely shared, claiming that "Shanghai implements time-of-use electricity pricing (off-peak pricing after 10 PM), but one must turn off appliances like air conditioners at 10 PM, wait for 10 minutes, then turn them back on to qualify for the off-peak rate. If they are left on continuously, the full price will be charged, and it won't automatically switch to the off-peak rate after 10 PM."
In response, a relevant official from the Shanghai Electric Power Company stated that the peak and off-peak differential pricing system has been in place for many years in Shanghai. The residential electricity meter automatically switches to off-peak hour billing at 10 PM, during which the sub-meter will show a green light, while the smart meter shows a red light. The allowed deviation is within ±5 minutes.
The reporter called 95598 to learn that currently, the specific peak and off-peak differential pricing for residents in Shanghai is: from 10 PM to 6 AM the next morning, the off-peak rate is 0.307 yuan per kilowatt-hour, and the rest of the time is the peak rate, at 0.617 yuan per kilowatt-hour.
If citizens have any questions about their electricity meters, they can apply to the local Shanghai Mandatory Verification Station Entrustment Acceptance Point for an application, jointly entrusting the mandatory verification station with the power supply company to calibrate the electricity meter. If there are still doubts about the calibration conclusion, an arbitration calibration can also be applied for with the local district/county Quality and Technical Supervision Bureau.
