In order to promote the long-term development of the Internet audio-visual program service industry, create a healthy and orderly Internet audio-visual program service environment, and safeguard national interests and public interests, the contracting parties of this convention hereby make the following self-discipline convention: 1. Each contracting party should fully realize that obscene, pornographic, violent, and vulgar audio-visual programs, as well as infringing and pirated audio-visual programs spread wantonly on the Internet, seriously polluting the network environment, affecting the healthy growth of minors, and damaging the long-term development of the Internet audio-visual program service industry. Internet audio-visual program service units in China, including each contracting party, should take on corresponding social responsibilities and media responsibilities to create a healthy and orderly Internet audio-visual program service environment. 2. Each contracting party should jointly abide by the laws, regulations, rules, and policies regarding the construction and management of Internet culture, comply with the provisions of the "Regulations on the Administration of Internet Audio-Visual Program Services" jointly issued by the State Administration of Radio, Film and Television and the Ministry of Information Industry, legally conduct Internet audio-visual program services, and strictly enforce industry self-discipline. 3. Each contracting party should actively disseminate healthy and beneficial Internet audio-visual programs that conform to socialist moral norms, reflect the development of the times and social progress, and promote excellent national cultural traditions, including films, television dramas, and animated series, and jointly resist decadent and backward ideologies and cultures. They should not disseminate Internet audio-visual programs that render violence, pornography, gambling, and terror, which harm the physical and mental health of minors, violate social ethics, and damage excellent national cultural traditions. Contracting parties providing upload program services should fulfill the main responsibility of the operators of Internet audio-visual program services, delete audio-visual programs containing illegal and unlawful content uploaded by netizens, purify online space, and form a shared spiritual home. 4. Each contracting party should jointly abide by the legal provisions regarding the copyright management of network audio-visual program works, actively take copyright protection measures, respect and protect the legitimate rights and interests of copyright owners and Internet audio-visual program service units, create and maintain a fair and orderly network audio-visual program copyright environment, and promote the development of the Internet audio-visual program service industry. 5. Each contracting party should establish and improve internal management systems, strengthen personnel training, prevent the spread of bad information, and voluntarily accept government supervision and public oversight. 6. Each contracting party should establish an industry-wide shared mutual assistance mechanism for Internet audio-visual program information to ensure effective communication of information. 7. Each contracting party should jointly establish and improve the "Internet Audio-Visual Program Information Database" system (net.tv.cn) so that it can promptly provide program information guidance and services to each contracting party. 1) Encourage each contracting party to recommend relevant information about excellent audio-visual programs they possess, including films, TV dramas, and animated series, through the "Information Database" system to other contracting parties; 2) Encourage each contracting party to inform other contracting parties of relevant information about audio-visual programs that do not comply with relevant laws, regulations, rules, and policies through the "Information Database" system; 3) Each contracting party should frequently log into the "Information Database" system, promptly delete non-compliant programs and related links from their websites, and voluntarily adhere to the self-discipline convention; 4) Information in the "Information Database" system that should only be known by Internet audio-visual program service practitioners is confidential, and each contracting party has the responsibility not to disclose it to the outside world. 8. If a contracting party fails to perform the defined obligations of this convention for a long time or has ceased to operate audio-visual program services, it will be deemed to have automatically exited this convention. 9. Any unit engaged in Internet audio-visual program services within China that is willing to accept this self-discipline convention may apply to join this convention. The initiating units of this convention should regularly publish the list of units joining and exiting this convention. 10. Each contracting party agrees to set up an enforcement agency for this convention at an appropriate time and submit to its supervision and management. 11. This convention takes effect and is published to the society after being signed by the legal representatives of the initiating units or stamped by the units.
