Tenant of subsidized housing detained for leasing one apartment to two parties
South China Morning Post (reporter/ Zheng Jiaxin) - A tenant of subsidized housing was found privately subleasing the property for profit, even leasing one apartment to two different parties, and was ultimately detained for fraud. It was learned yesterday that the Guangzhou Housing Security Office recently discovered six cases of subsidized housing being illegally subleased or left vacant, including three units in Jinsandao area, one unit in Tangxia area, and two units in Taian Garden. These six units were reclaimed according to procedure.
It is reported that, to ensure the limited resources of affordable housing are effectively utilized, the Housing Affairs Center under the Guangzhou Housing Security Office (hereinafter referred to as the "center") has increased its supervision on various violations of the use of affordable housing. The center investigates improper behaviors through irregular inspections, accepting public reports, checking water and electricity usage, and gathering information from property management companies.
Recently, under the witness of relevant personnel from the center, the tenant's local community committee, Junxin Law Firm, and the neighborhood property management company, the center reclaimed six units of subsidized housing that were illegally sublet or left vacant, including three units in Jinsandao area, one unit in Tangxia area, and two units in Taian Garden.
It was learned that Liang a resident of Taian Garden, who had been allocated a one-bedroom subsidized housing unit by the government, privately subleased it for over 1000 yuan rent and even tried to lease it out twice by reaching another private rental agreement with someone else. As a result, the deceived tenant reported the matter to the police station, whereupon Liang was detained for two weeks for fraudulent behavior.
In Taian Garden, there were also cases of long-term illegal vacancy of affordable housing. A relevant official from the Guangzhou Housing Security Office introduced that according to regulations, if a subsidized housing unit remains vacant for three consecutive months, it should be reclaimed. When inspectors found that no one had lived in this house for 15 days, they posted a seal on the door, and after three months passed without anyone returning, the house was officially reclaimed.
The unauthorized subleasing of affordable housing for profit or leaving it vacant is a common challenge in managing such properties across various regions. To prevent such occurrences, Guangzhou’s Housing Security Office had announced a tender last year to introduce smart management systems, including fingerprint and facial recognition, in three affordable housing communities: Taian Garden, Guocun area, and Datang DE group.
It is understood that so far this year, Guangzhou has cleared out 60 households violating affordable housing rules, including nine households of economic适用housing. The latter mainly involved unjustified long-term vacancies or illegal lending of economic applicable housing.
The Guangzhou Housing Security Office stated that in the future, it will continue to strengthen subsequent regulatory efforts according to law and severely punish all kinds of improper behaviors related to the misuse of affordable housing, ensuring that the limited housing security resources are used fairly.
