He went to the bank with these "half" banknotes for exchange. The bank required the old man to get a certificate from the community committee, which was refused by the community. Yesterday, Wu Chongxi, the director of the Majia Community in Hankou District, talked about this matter and complained a lot about the frequent requests for communities to bear the burden of such proof functions: "We can prove who is a resident of this community, but how can we prove how the damaged currency was produced?"
According to multiple communities, in recent years, residents have increasingly asked for signatures and seals on certificates, application forms, and registration forms. Ren Lianfang, the secretary of the Party branch of Wuzhan Community in Wansong Street, Jianghan District, said that some requirements clearly exceed the scope of community functions. Some forms don't even have a section for community opinions, yet the form-making entities still require signatories to obtain community signatures and seals.
Wu Chongxi introduced that sometimes he has to receive more than 10 people in one day. Among them, high-rise residents applying for business licenses at the Industry and Commerce Bureau also need community signatures for approval; a woman in the jurisdiction who died suddenly while working elsewhere also needed a community certificate to allow cremation. Wu Chongxi believed that many of these situations are due to the main departments being afraid to take responsibility, "so they use the community as a shield."
A community cadre in Hankou District said: "As a self-governing organization of the masses, the community committee is closest to the residents. It is our duty to prove the basic situation of the residents in the jurisdiction. However, for some situations that the community cannot possibly know, the community committee is still required to issue certificates. Even if issued, it would be irresponsible."
