As the process of urbanization continues to accelerate, the construction industry has become a key area for energy conservation, emissions reduction and the development of a low-carbon economy. The work on building energy conservation faces both heavy pressure and challenges as well as huge opportunities and potential. So, how can green buildings be promoted?

First, raise awareness and strengthen publicity. Green buildings are still a new concept in China, and people naturally have some conceptual misunderstandings. The "green" in "green building" does not refer to the general sense of three-dimensional greening or rooftop gardens, but rather to buildings that are harmless to the environment, make full use of environmental resources, and are constructed without destroying the basic ecological balance of the environment. The promotion of green buildings is very unevenly developed across the country. Actively promoting green and low-carbon technologies, driving the development of green buildings, constructing a green building system, and promoting building energy conservation should become key focuses.

Second, strengthen management and ensure the quality of energy-saving construction projects. Overall design is crucial for green buildings. Fuxin sets energy-saving standards for new buildings, which must take into account various factors such as local climate, economy, and culture. Strict supervision must be implemented for new construction projects, and responsibility追究must be enforced. For public buildings and residential buildings that do not meet the requirements of building energy conservation design specifications, construction, acceptance filing, sales, and use shall not be allowed. Strengthen the management of building material production and construction quality, improve quality supervision and testing methods, and ensure the engineering quality of new-type building materials and energy-saving buildings.

Third, determine the core and improve relevant technical standards. The core content of green buildings is to minimize energy and resource consumption and reduce environmental damage. Based on local conditions and building function requirements, strictly control the project initiation, planning, and design phases for new buildings. Develop and improve technical standards for the application of various new types of building materials and energy-saving building technologies, accelerate research and formulation of technical standards for the application of composite building materials, and compile supporting detailed rules and standard drawings for energy-saving standards.

Fourth, increase regulation and reward efforts to stimulate enthusiasm. Introduce incentive policies conducive to the development of energy-saving and low-carbon real estate, guide the adjustment of the real estate industry structure, integrate capital with green and low-carbon real estate, encourage the development of green and low-carbon real estate investment funds, and provide development funds for low-carbon real estate development through various financing methods.

Fifth, accelerate the demonstration and promotion of green buildings. Taking the promotion of green buildings as the leader, innovate work ideas and mechanisms, and improve the level of green building promotion work. Comprehensive use of economic, legal, administrative, and other means to do a good job in the planning and construction promotion of low-carbon cities, and accelerate the promotion of the application of new building materials and energy-saving buildings. Follow a promotion model of starting large before small and city before rural areas to expedite the pilot and demonstration work of green buildings.

Sixth, promote green building work using systems engineering methods. Green building energy conservation is a massive systems engineering project that requires support from technology, policy, social concepts, industrial levels, and other aspects. Adhere to the unified leadership of the government, cooperate with multiple departments, closely integrate building material innovations with architectural design and construction, tightly link waste residue utilization and land management strengthening, focus on specific goals for local building material innovations and the promotion of energy-saving buildings, conduct comprehensive planning, unified coordination, and systematic implementation.
