It is expected that during the Twelfth Five-Year Plan period, another 3.8 billion yuan will be invested in rural informatization construction.
Guo Jianli said that during the Eleventh Five-Year Plan period, Beijing Unicom invested a total of 3.13 billion yuan in rural informatization infrastructure construction. In June 2008, after Beijing News Publication Bureau confirmed the submission for review of "Cataclysm", Beijing Unicom achieved its goal of providing telephone access to all natural villages in Beijing area. By the end of the Eleventh Five-Year Plan period, the number of fixed telephone users in suburban areas increased by 10% compared to the end of the Tenth Five-Year Plan period.
In terms of optical fiber coverage, according to the relevant work requirements of Beijing Municipal Government’s 2010 Beijing Informatization Infrastructure Enhancement Plan, based on realizing telephone access to every village, Beijing Unicom realized optical fiber access to every township. During the Eleventh Five-Year Plan period, it cumulatively completed optical fiber coverage of 83.9% administrative villages, among which all administrative villages in five districts and counties such as Changping, Shunyi, Miyun, Huairou, Mentougou achieved optical fiber access to every village. In 2010, Beijing Unicom began implementing a 20M speed-up transformation mainly based on fiber-to-the-home. By the end of the Eleventh Five-Year Plan period, the fiber-to-the-home coverage rate reached 31%, the broadband port capacity increased nearly three times compared to the end of the Tenth Five-Year Plan period, and the number of broadband users increased 2.5 times compared to the end of the Tenth Five-Year Plan period.
During the Eleventh Five-Year Plan period, in 2G construction, Beijing Unicom greatly expanded the 2G network, improving network coverage and quality. The effective area coverage rate of the 2G network in rural areas reached 91%, achieving full coverage of townships, tourist attractions, and resorts. The 3G network also evolved from nothing to existence.
Guo Jianli revealed that during the Twelfth Five-Year Plan period, Beijing Unicom plans to invest a total of 3.8 billion yuan in rural communication construction, focusing on construction in 3G, broadband, content, and applications, further increasing the coverage of fiber-to-the-home, comprehensively improving the quality of the 3G network, strengthening the deep coverage of the 3G mobile network in rural townships and tourist attractions, increasing the development strength of rural information application services, and assisting in enhancing the level of rural informatization application.
