For people with such special social status, the enforcement team finds it very difficult to deal with their expansions and renovations.
In the afternoon of yesterday, Jia Yu, head of the Civil Division Two of Longgang District People's Court, said that her father Jia Qiujian and neighbor Wang Yanmin are owners of Building E3, Block E, Phase One of the Zhenye Cheng project in Henggang Street, Longgang District, officially moving in in 2006. Building E3 belongs to the villa area. Liu Xinyun, deputy director-level official of the Shenzhen Planning and Natural Resources Commission and former director of the Land Expropriation Office, and his wife Zhao Haiyan purchased Villa A, becoming their neighbors.
Jia Yu said that in November 2009, under the guise of renovation, Liu Xinyun and his wife conducted illegal construction, deepening and widening the excavation of their basement, cutting off the original foundation beams, digging deeper into the basement, removing the first-floor slab beams and surfaces, lifting the structural load-bearing beams, causing cracks in the walls of the adjacent B and C houses. Especially her father's house has more than 300 cracks and holes, and the bearing capacity structure of the wall between her father's house and Liu Xinyun's villa has been completely destroyed. There is even structural tilting and settlement affecting the safety of the house, which could lead to wall collapse at any time.
Jia Yu claims that Liu Xinyun and his wife also illegally constructed a floor at the entrance connecting A and B, severely affecting the lighting and ventilation of her father's house. They also arbitrarily built a two-story building on the garden vacant land, altering the original structure of the house and affecting the overall appearance of the E group.

Jia Yu believes that the expanded and rebuilt buildings by Liu Xinyun and Zhao Haiyan are illegal constructions, and have seriously affected the structural safety of adjacent houses, directly leading to serious quality issues in adjacent houses and depreciation of property value, which should be investigated according to law, and ordered to restore the original state. On January 29, she and Wang Yanmin separately called the Henggang Street Enforcement Team of Longgang District to complain about the illegal acts of Liu Xinyun and his wife, requiring them to stop and restore the original state. On the same day, relevant staff of the enforcement team arrived at the scene for investigation and evidence collection, and issued a written notice of rectification, requiring Liu and Zhao to dismantle the illegal buildings within a specified period. Afterwards, the two dismantled a two-story building they had added on the garden vacant land, but made no mention of restoring the original state of House A or compensating for the damage and safety hazards caused to adjacent houses.
Jia Yu said that she once went to the villa management office for this reason, but the management office replied that it was absolutely not allowed to build illegal constructions randomly in the villa area, let alone dig out the main beam. But this family has a strong background, as Liu Xinyun is a deputy director-level official of the Shenzhen Planning and Natural Resources Commission and the former director of the Land Expropriation Office. Someone told her that Liu Xinyun and Zhao Haiyan bought this villa using Liu Xinyun's leadership position, which was half-bought and half-gifted by the developer. They bought the house around 2005, but dared not renovate openly or move in, until Liu Xinyun retired last October, they started renovating the house, leaving the luxury villa vacant for more than five years.

Jia Yu introduced that they complained multiple times to the Henggang Street Enforcement Team, asking them to handle the matter quickly, but the staff kept procrastinating, refusing to take measures on the grounds that it was not within their jurisdiction. Helplessly, on March 5 this year, they sent a letter to the Henggang Street Enforcement Team, requesting the enforcement team to order Liu Xinyun and his wife to restore the original state of the building within a limited period, comprehensively restore and reinforce the damage caused to Houses B and C, and bear corresponding compensation responsibilities. On March 17, Captain Wu Chuming of the Second Brigade of the Henggang Enforcement Team replied via text message that he believed Liu Xinyun and his wife's actions had arbitrarily changed the load-bearing structure of the house, and proposed to investigate and deal with them according to the "Construction Engineering Quality Management Regulations."
Jia Yu and Wang Yanmin said that they successively entrusted two qualified house quality and safety inspection structures to inspect the damage to their houses. The inspection agencies were initially very proactive, dispatching several engineers to conduct on-site inspections. The engineers said that such behavior as breaking floors, cutting beams, expanding outwardly, digging downward, and adding constructions in the villa area was extremely rare. Such serious changes to the house structure directly affect the quality and safety of the house. However, after a few days, these two companies refused to accept the entrustment without giving reasons. Jia Yu believed that it was Liu Xinyun using his power to influence the inspection companies. She complained to the Discipline Inspection Commission of Longgang District multiple times because of this. Later, the Henggang Street Enforcement Team asked the Shenzhen Construction Engineering Quality Testing Center to inspect Buildings B and C, but the results were unfavorable to the inspected party, so they refused to accept them.
Jia Yu said that Liu Xinyun also found someone to call relevant leaders of the Longgang District Court, putting pressure on her, attempting to make her stop defending her rights.

When they bought the villa in 2005, it was under Zhao Haiyan's name, and the property certificate registered was also his wife's name. He himself did not participate in this matter from beginning to end, nor did he meet with Jia Yu and others.
Liu Xinyun introduced that after the large department reform, he became the director of the demolition and land expropriation office of the Planning and Natural Resources Commission, promoted to deputy director-level cadre in the second half of last year, and retired in October last year. But since other comrades are not familiar with the work, he is currently still responsible for a few tasks, mainly assisting others in their work. Liu Xinyun firmly denied that he used his power to obtain the villa for free or even interfere with the law enforcement of functional departments.
Zhao Haiyan explained that she was previously the party branch secretary of the technology department of a large enterprise, with a high salary, earning hundreds of thousands of yuan per year. The down payment for buying the villa was mainly paid by her, and she used a mortgage loan from the Bank of China. The reason for the renovation and expansion of the villa was mainly because she saw other owners doing the same. When she did this, her husband knew, but always disagreed, saying that Party members and cadres should not lead in breaking the law. But she insisted on doing it anyway, and her husband later stopped asking about the matter.
