According to official statements, on the evening of January 21, the principal and a teacher from a junior high school in Yiwu engaged in prostitution after having their fill of food and drink, and were subsequently caught by the police. A teacher from Yiwu who wished to remain anonymous provided more details. This teacher said that after the prostitution incident came to light, the local education bureau specially organized a meeting with all school principals to report on the incident, so the internal education system gradually became aware of it. From his school's principal, he learned that on January 21, the street where the school was located held a meeting which ended late, after which the street organized the teachers for dinner. During the meal, there was no shortage of toasting. After the meal, the principal first booked a room at the Mingjing Boutique Hotel in Yiwu, while other teachers went outside to find escorts and brought them back to the hotel. Later developments resulted in them being caught red-handed by undercover police officers during room inspections.

The teachers involved in the prostitution were from Yiwu Donghe Junior High School, an ordinary junior high school in Yiwu, established on September 1, 1970, located in Qiyi Village, Donghe Township, Chengxi Town, Yiwu City. The leading principal was named Jin Chengmin.
Rumors spread that a total of four teachers were involved in the prostitution incident, all of whom were part of Donghe School's leadership. Besides Principal Jin Chengmin, there were also the head of the Political and Educational Affairs Office, the head of the Academic Affairs Office, and the head of the General Affairs Office. Two were responsible for finding escorts, while two directly engaged in relations with the escorts. At the scene, 14 suspects, including Tang Moumou, were arrested for suspected prostitution activities.
